Position Summary:
The Operations Planning Department is seeking a highly organized and adaptable Superintendent to oversee and coordinate a broad range of administrative, financial, and technical functions. This is a critical role within a dynamic and fast-paced division, requiring excellent interpersonal as well as technical/computer skills, and the ability to manage multiple tasks and shifting priorities with efficiency and professionalism.
The Superintendent will support the financial operations of the department, coordinate procurement and inventory functions, facilitate cross-departmental communication, and manage administrative processes.
Support the department’s financial and budget activities, including:
Under the direction of the Budget Officer, assist in the development of budgetary and financial policies, procedures, and business practices.
Perform cost-control and budget monitoring analysis. Identify cost-saving opportunities and optimize resource allocation to improve financial performance and meet financial objectives.
Prepare and present budget-related reports and assignments under the direction of the Budget Officer.
Oversee procurement and material inventory:
Track requisitions and purchase orders.
Gather financial information and ensure alignment with organizational goals. Ensure compliance with agency protocols and obtain proper approvals.
Assist unit managers with procurement contract management via PeopleSoft.
Coordinate departmental operations including:
Employee onboarding process and proper system setup.
Serve as a Liaison with MTA IT to resolve technical and computer-related issues.
Manage equipment and space inventory and address facility maintenance needs.
Purchase necessary technology and equipment for department use.
Manage all domestic and international travel arrangements for department staff.
Serve as liaison with various NYCT/MTA divisions to ensure smooth interdepartmental communication.
Provide confidential support to the Chief of Operations Planning and senior department leadership.
Advise management on key deadlines and administrative timelines.
Education and Experience
Degree Required: Baccalaureate degree in Public/Business Administration, Economics, Urban Planning, Transportation Planning, Engineering or a closely related field, with four (4) years’ experience of which 1 year must be in supervisory/management/administrative capacity or a satisfactory equivalent of education and experience.
. Required Qualifications:
• Proven experience in financial analysis, procurement, and administrative operations.
• Strong interpersonal and communication skills, both oral and written.
• Ability to work in a fast-paced environment, managing multiple priorities.
• Excellent organizational and problem-solving abilities.
• High level of discretion and ability to work with sensitive and confidential information.
Desired Skills and Knowledge:
• Knowledge of NYCT rules, policies, and operational procedures.
• Familiarity with general accounting principles and financial reporting.
• Knowledge and experience in collecting and analyzing financial data.
• Understanding of procurement and contract management processes.
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
• Ability to build effective working relationships with internal and external stakeholders
Education and Experience
Advance knowledge of Microsoft Office suite package, especially MS Excel and MS Access.
Must be well organized and be able to effectively plan and meet system deadlines.
Effective organization and communication skills are necessary for this position.
Excellent data research, data collection and analytical skills are required for the position
