About the Department

Under the direction of the Fire Chief, the Deputy Fire Chief serves as second-in-command and acts as Fire Chief in their absence. The position provides executive leadership and support in planning, organizing, and coordinating department-wide programs, including training, safety, operations, prevention, inspections, investigations, community risk reduction, and technology/data systems. The Deputy Chief assists with budget development, ensures compliance with applicable laws and standards, promotes accountability across the organization, and shares responsibility with the Fire Chief and Assistant Chief for standby coverage, off-duty response to emergencies, and representation at City and community events.

The hiring range for this position is $125,465.60 - $143,686.40
The full salary range for this position is $125,465.60 - $164,569.60

Position Duties

  • Serves as the Fire Chief’s primary designee and second-in-command, with delegated authority to direct department-wide operations, programs, and staff in the Chief’s absence.
  • Directs, supervises, and evaluates assigned staff, including Assistant Chief and program leads.
  • Assists with the development and administration of the department budget, including forecasting and procurement.
  • Identifies, applies for, and manages applicable state and federal grants (e.g., AFG, SAFER) to support staffing, operations, and prevention initiatives.
  • Assists with oversight of training and safety programs to ensure compliance with NFPA/OSHA standards.
  • Supports Assistant Chief and program leads in the delivery and evaluation of training and safety initiatives.
  • Supports prevention, inspections, investigations, and community risk reduction programs.
  • Assists with inspections or investigations when needed, simple or complex in nature.
  • Engages with community partners, schools, and civic organizations to strengthen prevention, education, and risk reduction efforts.
  • Assists with operational readiness planning, including staffing models, deployment, and interagency coordination.
  • Leads and assists with succession planning and professional development initiatives for officers and emerging leaders.
  • Establishes and supports accountability systems to evaluate performance in training, operations, prevention, and technology.
  • Assists with the implementation of technology platforms and data systems.
  • Supports accurate reporting and compliance with NFIRS/NERIS and applicable regulations.
  • Prepares and presents reports to City leadership and Council as needed.
  • Represents the department at meetings, conferences, and community events.
  • Responds to significant emergencies and may serve as Incident Commander on complex incidents.
  • Shares responsibility with the Fire Chief and Assistant Chief for standby coverage, off-duty response, and community representation.

COMPETENCIES

  • Comprehensive knowledge of fire administration, prevention, inspections, investigations, EMS, incident command, and emergency management.
  • Working knowledge of fire and building codes, plan review, and community risk reduction practices.
  • Demonstrated leadership in organizational accountability, strategy execution, and staff development.
  • Ability to implement and monitor accountability systems for training, operations, prevention, and technology.
  • Strong experience working with and the proven ability to implement and oversee modern technology platforms (e.g., First Due or equivalent) 
  • Ability to apply data analytics for performance evaluation, planning, and decision-making.
  • Experience collaborating with joint operations groups and mutual aid partners to strengthen regional response and interoperability.
  • Knowledge of federal, state, and local laws, ordinances, and standards affecting fire prevention, operations, and safety.
  • Skill in labor-relations collaboration and the ability to build and maintain trust with staff and external partners.
  • Ability to prepare, forecast, and monitor budgets, and assist with resource allocation and grant opportunities.
  • Strong communication skills, including the ability to make effective presentations to City Council, leadership, and community groups.
  • Ability to promote morale, inclusivity, and professional development throughout the organization.
  • Ability to respond to work while off-duty for emergencies and fulfill Chief-level standby responsibilities.
Ability to work in full turnout gear and wear SCBA while performing the function of a firefighter as defined by the State of Minnesota.

Minimum Qualifications

MINIMUM QUALIFICATIONS 

  • Associate’s degree in fire science, public administration, business administration, or related field
  • Seven (7) years of progressively responsible fire service experience
  • Five (5) years of management/supervisory experience in the fire service, including responsibility for programs, budgets, or multi-unit leadership
  • Certified Blue Card Incident Commander (or ability to obtain within 6 months of hire)
  • MN Firefighter License (or ability to obtain within 60 days of hire)
  • National EMT certification or higher
  • Valid Class D driver’s license
  • Completion of NIMS IS-100, IS-200, IS-700, IS-800.

PREFERRED QUALIFICATIONS 

  • Two (2) or more years at a chief officer level (Battalion Chief, Assistant Chief, Deputy Chief, or equivalent).
  • Bachelor’s or Master’s in Fire Administration, Public Administration, Business Administration, or related field.
  • Executive Fire Officer (EFO) certification
  • Blue Card Instructor certification
  • Experience in fire inspections, investigations, plan review, and community risk reduction.
  • Experience leading fire prevention, inspections, investigations, or community risk reduction programs.
  • Experience leading department-wide initiatives (technology/data implementations, accreditation/readiness, NERIS transition, training systems).
  • Experience overseeing operations planning, deployment models, or serving as Incident Commander on complex multi-company incidents.
  • Experience collaborating with joint operations groups and mutual/automatic aid partners.
  • Proficiency in Microsoft Word, PDF creation, and related software for professional communication, reporting, and documentation.
  • Preferred working knowledge of data analytics for organizational performance, planning, and decision-making.
  • Experience using First Due or equivalent fire/EMS technology platforms for scheduling, inspections, reporting, and data management.
  • Experience working in an environment with organized labor.
  • Fire Instructor I and II
  • Fire Investigator or equivalent experience
  • Fire Officer certification
  • ICS-300 and ICS-400 certification

Lifting and Carrying Requirements (while wearing SCBA & PPE)

May be required to lift very heavy loads

  1. Ground to Waist Level – 100 lbs.
    • Dragging/removing fire victims
    • Advancing hose lines at fires
    • Carrying fans, rescue tools, foam containers
  2. Waist to Shoulder Level – 50 lbs.
    • Opening/closing hydrant valves
    • Making hose connections
    • Lifting/carrying ladders, hose bundles, and other equipment
  3. Above Shoulders – 35 lbs.
    • Placing ladders against buildings
    • Pulling ladder halyard to raise ladder
    • Using the axe and other equipment to ventilate
    • Lifting items onto the fire apparatus

Pushing/Pulling Requirement (while wearing SCBA & PPE)

  1. 75 lbs. of hand-over-hand pulling force for ladder halyard raise  
  2. 55 lbs. pushing/pulling force to raise and support ladder
  3. 100 lbs. pulling for advancing charged hose lines

Walking and/or Mobility Requirements (while wearing SCBA & PPE)

  1. Must be able to walk and crawl while carrying or lifting.
  2. Must be able to ascend and descend stairs and ladders while carrying heavy loads.
  3. Must be able to balance and possess the ability to steady oneself and keep from falling when walking, standing, crouching, or crawling on narrow, slippery, or erratically moving surfaces.
  4. Must be able to work in confined spaces.
  5. Must be capable of:
    1. Reaching (extending hands or arms in any direction)
    2. Handling (seizing, holding, grasping, turning, or otherwise working with the hands while carrying items of substantial weight, i.e., fans, rescue equipment, foam containers, ladders, and using axes, sledgehammers, hydrant wrenches, pulling ladder halyards or using rope to lift heavy items, dragging victims and hose lines.)
    3. Fingering (picking, pinching, or otherwise working with the fingers while manipulating items such as SCBA valves, apparatus controls, small monitoring equipment, alarm panel controls.)
    4. Must be able to use rope and tie knots
    5. Feeling (must be able to discriminate differences in items by feeling. Must be able to determine the difference between hot and cold by touch.  Must be able to feel a patient’s pulse.)
  6. Must be capable of applying a leg lock with either leg upon a ground ladder to provide a safe anchor when operating hose lines or performing rescue work.

Work Environment

  1. Works both inside, where there may be protection from the weather conditions, and outside, where there may be no effective protection from the weather. May encounter extreme fluctuations in temperature.
  2. May work in extreme cold where the temperature is sufficiently low to cause marked bodily discomfort and temperature variations, which accompany extreme cold and are sufficiently marked and abrupt to cause marked bodily reaction.
  3. May be required to work in extremes of heat where temperatures are sufficiently high to cause marked bodily discomfort and temperature variations which accompany extreme heat and are sufficiently marked and abrupt to cause marked bodily reaction.
  4. Encounters wet conditions and high humidity where atmospheric conditions have a moisture content sufficiently high to cause marked bodily discomfort.
  5. Will frequently encounter noise and/or vibration exceeding 80 decibels, constant or intermittent, to cause marked distraction.
  6. Will encounter a variety of physical hazards, including but not limited to, moving mechanical parts, electrical shock, working in high places, bodies of water, confined spaces, exposure to radiant energy, explosives, toxic chemicals, and biological agents.
  7. Will work in the above conditions while wearing various levels of personal protective equipment, causing mobility impairments and high temperatures.
  8. May be required to make critical, time-sensitive, complex problem-solving decisions during physical exertion in stressful, hazardous environments, including hot, dark, tightly enclosed spaces, that are further aggravated by fatigue, flashing lights, sirens, and other distractions.
