JOB SUMMARY:

Under the direction of the Director of Public Works, the Assistant Director performs advanced professional, supervisory, and administrative work across multiple divisions of the Public Works Department. This position requires extensive local government experience, with particular emphasis on Public Works operations, management, and service delivery. The role encompasses oversight of Facilities, Grounds, Streets, Beach Maintenance, Fleet and Equipment Maintenance, Solid Waste Collection and Disposal, Recycling, Sanitation, Finance, Procurement, and other administrative and operational functions as assigned.

The Assistant Director provides strategic leadership in financial management, procurement oversight, vendor relations, project management, and long-range planning to ensure efficient and effective operations. The position also requires frequent interaction with the public, contractors, civic groups, and elected officials, including the preparation and presentation of agenda items before the City Commission.

This role involves managing complex assignments that demand initiative, innovation, and independent judgment to ensure departmental activities meet or exceed service standards while complying with all applicable local, state, and federal codes, rules, regulations, and laws. The incumbent exercises broad latitude in decision-making, often serving as the first point of contact for policy interpretation and operational direction in the absence of the Director. Work is evaluated through conferences, written reports, and demonstrated results in achieving departmental goals and objectives.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:

  • Supervises, plans, organizes, directs, and coordinates activities of several Public Works divisions.
  • Oversees departmental financial management, including budget preparation, expenditure monitoring, and compliance with City fiscal policies.
  • Provides procurement and vendor management oversight, ensuring contracts, bids, and purchasing activities align with City, State, and Federal requirements.
  • Prepares and reviews agenda items, memos, and supporting documentation for Commission meetings related to Public Works operations and projects.
  • Coordinates administrative tasks such as grant tracking, capital project reporting, and interdepartmental collaboration to support efficient service delivery.
  • Manages departmental projects from planning through implementation, ensuring timelines, budgets, and performance standards are met.
  • Responsible for collection and disposal of recycling for the City’s Solid Waste program.
  • Develops and administers a variety of contracts, including solid waste collection and disposal contracts, right-of-way maintenance contracts, fleet contracts, etc. 
  • Oversight and management of thousands of service requests pertaining to solid waste collection and disposal, recycling, facilities, fleet, equipment, and grounds maintenance, beach maintenance, tree pruning, park maintenance, and right-of-way maintenance.
  • Management of citywide fleet services inventory, including 200 vehicles and equipment and fuel facilities.
  • Maintenance oversight of City’s Seven Mile Beach and Broadwalk.
  • Performs and oversees inspections of public beaches.
  • Establishes goals and objectives for the division to include budgetary and fiscal management.
  • Assists in the preparation and monitoring of the departmental budget.
  • Supervises, assists, trains and directs various personnel; schedules work assignments of department staff; conducts performance evaluations of various department personnel.
  • Recommends hiring, discipline, and promotions; approves overtime, sick leave, and vacations for assigned staff.
  • Provides leadership support to Director in coaching and evaluating staff.
  • Establishes operating procedures, training programs and safety processes for divisions.
  • May respond to emergency call outs during work or after hours, weekends, etc., 365 days per year.
  • May serve as acting Public Works Director in his/her absence. 
  • Ensure best management practices in solid waste, fleet management and environmental programs. 
  • Exercises being a self-starter, situation-oriented and innovative in operational activities.
  • Interpretation and application of City policies, procedures, and municipal ordinances; develops and revises office and division procedures; develops and revises emergency operations procedures.
  • Assists in Emergency Operations on behalf of Public Works, including preparations, during and post event, implementation of the department’s Emergency Operation Plan.
  • Reviews, interprets, and recommends requests from County, State and Federal regulations pursuant to their purview.
  • Testifies as an expert witness in lawsuits against the City.
  • Responds to inquiries via telephone or in-person; greets the public, contractors, and city officials; answers various inquiries personally; handles citizen complaints; provides information on departmental services and functions.
  • Composes, edits, and prepares correspondence, invoices, statements, reports, and other departmental documents.
  • Designs and maintains specialized reports, coordinates special projects or committees; coordinates and participates in various boards at direction of supervisor.

Position Duties

EDUCATION/EXPERIENCE:

Required:

Bachelor’s Degree in Business Administration, Public Administration, or a related field and five (5) years of related local government experience, preferably in Public Works, including solid waste and fleet management.   Experience must include the use of computers and standard software applications such as Word and EXCEL.   Requires excellent presentation skills, or an equivalent combination of training and experience.

Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Valid Driver’s License: With proof of automobile insurance 
  • Background Check: Must have an acceptable background record
  • Driving Abstract: Must have an acceptable driving record

KNOWLEDGE, SKILLS, ABILITIES: 

  • Considerable knowledgeable of Solid Waste collection and disposal, resource recovery processes, Solid Waste contract development, revision rate setting and analysis, environmentally sustainable practices and program, material recovery and facilities, and implementation of continuous improvement and efficiencies.
  • Knowledge of best management practices in solid waste, fleet management and environmental programs. 
  • Knowledge of modern office terminology, methods, practices, and procedures.
  • Knowledge of modern information systems, spreadsheets, database management and software.
  • Knowledge of departmental and municipal rules, regulations, policies, and procedures.
  • Knowledge of modern management practices and principles.
  • Skill in being a self-starter, situation oriented and innovative in operational activities.
  • Skill in direct or indirect supervision of lower level supervisory, technical, operational and clerical staff.
  • Skill in the operation of modern office equipment.
  • Skill in preparing and working within the constraints of a budget.
  • Ability to understand and follow complex oral and written instructions.
  • Ability to establish and maintain effective working relationships with fellow employees, superiors, subordinates, contractors, city officials and the general public.

Minimum Qualifications

Examination: Depending on the number of applicants and the quality of their education and experience, the examination may consist of one or more of the following tests: written examination, performance examination, education and experience evaluation, oral examination and/or other job related examinations.

You will be notified of the time and place of your examination when you file or later by mail. A passing grade is required on each part of the process. Repeated participation in any examination for which the same test is used is limited to once every 6 months. Your examination results will be sent by email as soon as possible after the grading is completed.

Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts.

Your name may be removed from an eligibility list prior to one year according to Hollywood's Civil Service Ordinance or labor contracts. Your eligibility may be canceled if you refuse a position or if you are not available for work. You are responsible for notifying the Employment Office, in writing, of any change in your address or telephone number.

EMPLOYMENT OF RELATIVES:  The City of Hollywood has an Ordinance which regulates the employment of relatives of City employees.   Effective January 28, 2008, a relative may only be hired under the following additional conditions: 

  • The relative must have competed in an appropriate examination process as determined by Human Resources and be placed on a civil service eligibility list;
  • The relative must be among the top three ranked candidates available on the certified eligibility list unless expanded by the Civil Service Board;
