SUMMARY
The Housing Data Analyst supports the Housing Choice Voucher (HCV) Program by collecting,
analyzing, and interpreting data to drive performance, improve compliance, and enhance program
efficiency. This role is responsible for generating reports, identifying trends, and providing insights that
support strategic planning, operational decision-making, and HUD reporting requirements. The ideal
candidate combines strong technical skills with an understanding of housing programs and a
commitment to data-informed service delivery.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Analyze and maintain HCV program data to ensure accuracy, integrity, and compliance with HUD guidelines
- Prepare regular and ad hoc reports on occupancy rates, leasing activity, payment standards,
- waitlist trends, inspections, and recertification timeliness
- Monitor key performance indicators (KPIs) for program effectiveness and recommend process improvements
- Collaborate with program staff to collect and validate data related to participant eligibility, landlord participation, rent reasonableness, and subsidy amounts
- Support preparation of HUD-required reports such as SEMAP, PIC/EIV data, and MTW reporting (if applicable)
- Develop and maintain dashboards and visual tools to support internal and external reporting
- Identify data quality issues and work with staff to correct discrepancies or inconsistencies
- Provide analytical support for policy evaluation, budgeting, and forecasting voucher utilization
- Assist with software system upgrades, data migrations, and user training in Yardi or other housing systems
- Participate in audits, compliance reviews, and data requests from senior leadership, finance, or regulatory bodies

JOB COMPETENCIES
- Proficiency in Microsoft Excel (pivot tables, VLOOKUPs, charts), Power BI, or Tableau
- Experience with Yardi Voyager or other housing management systems preferred
- Strong working knowledge of data querying and reporting tools (e.g., SQL, Access)
- Understanding of HUD regulations, particularly those affecting the HCV program
- High attention to detail and accuracy
- Strong analytical, problem-solving, and critical thinking skills
