Media Services provides specialized communication services for the City of Jacksonville through video production, social media, print and digital platforms. The unit operates the Jacksonville-Onslow Government Television Channel which broadcasts on Spectrum, Cablecast and via live stream. When a hurricane or other emergency arises, they serve as part of the City’s EOC to provide public communication and messaging.
The unit is the content creation hub for City staff, providing service and assistance for print publications including paid placements and the City’s annual Calendar as well as specialized advertising and support services for City interests and partnerships.
Social Media is a vital tool in engaging the community in ways they consume information and communicate back to the City. Facebook pages for the City, Recreation Division, Public Safety, Transit, Youth Council all have significant following (close to 100,000 followers and 43,000+ for the City Government FB page alone.) Our young demographic we think plays a role in this outcome and is the reason we heavily rely on social media as a platform for communication with Citizens.
General Description: The City of Jacksonville is looking for an Information & Communications Specialist to be part of the City’s Media Services team. A successful candidate will have a good sense of Jacksonville as a Military host City and is a strong writer/multi-platform content producer. The Information and Communications Specialist performs intermediate professional work across multiple platforms for public communications, public relations and marketing related work. This candidate will serve as the lead for the City’s Social Media and Website content, create content for multi-media platforms and digital messaging. This candidate has proven written skills with print materials such as media releases, internal and external (public facing) documents. This candidate has basic graphic design skills and is familiar with photography principals. Some knowledge of video editing and/or television production is a plus. In this role, the candidate will assist in the planning and production of City meetings, City/partner events and observances as needed. Knowledge of the Jacksonville Area and military community is a plus. Work is performed under the regular supervision of the Media Services Manager.The salary posted is the full salary range for this position. The starting salary is expected to be in the range of $55,156.40 - $71,703.42 depending on qualifications.
Position Duties
Preparing public information, communications and marketing materials; developing print or digital media; providing public information and enhancing the City's image. Editing and producing media; executing campaigns, assisting in platform administration, and related work as required all within the City’s branding, styles and Citizen service models; developing and maintaining working relationships with key internal and external individuals and clients. - Develops, edits and produces news releases, documents, videos, digital posts and contributions to the platforms operated by the City within a campaign guideline or unit instruction.
- Documents work and maintains digital assets of the City.
- Operates a variety of audio-visual equipment and instruments, and provides instructions to others.
- May be platform administrator for an asset of the City.
- Writes and edits work within branding and styles of the City for all platforms.
- Writes, edits and reviews the work of others by direction.
- Executes multi-disciplined campaigns as assigned.
- Participates in public relations, media coverage of the City, campaign development, work with other units for Citizen communication, development of special events, projects and activities designed to advance the City.
- Performs related tasks as required.
Minimum Qualifications
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in journalism or communication and 6 months to 2 years’ experience in media.
Special Requirements:Possession of an appropriate driver's license valid in the State of North Carolina.
Employee may be called upon in case of a disaster, either natural or man-made, to serve the Citizens of Jacksonville and failure to serve when required may result in personnel action. Service to the Citizens during a disaster may result in the assignment of other duties, which will take precedence over duties described in this job description.

General knowledge of public information and principles and practices of public relations and media relations, journalism, media and government; thorough knowledge of writing and editing; general knowledge of the organization; skill in the use of computer equipment; ability to write public reports and releases; ability to gather and analyze facts on a variety of subjects matters and to assemble and present concise reports and presentations; ability to establish and maintain effective working relationships with City officials, news media and the general public; ability to communicate complex ideas effectively, orally and in writing.
