Rider Levett Bucknall (RLB) has been appointed as a strategic delivery partner for a major UK development programme, currently operating under a Non-Disclosure Agreement (NDA). The programme includes complex infrastructure and vertical development with significant interfaces across national transport and utility networks.
RLB’s commission spans two core functions:
Programme-Wide PMO and Project Controls - RLB leads the overarching Programme Management Office (PMO), providing governance, assurance, and performance oversight across all packages. This includes:
- Programme controls and reporting
- Risk and change management
- Deployment of digital tools and IT solutions to support delivery
Integrated Delivery Services - For each individual package, RLB provides a multi-disciplinary team delivering:
- Project Management
- Cost Management
- Procurement
- Design Management
- Health and Safety Advisory
- Contract Administration

RLB is seeking a Package Lead for Roads and Bridges to lead the design, procurement, and delivery of a major construction package. This role is pivotal in setting the tone for productivity, safety, and collaboration across the wider development.
As the first package on site, the Roads and Bridges scope will establish the physical and cultural foundations for the project. The Package Lead will be responsible for owning the scope, schedule, and budget, while embedding best practice construction principles from the outset. This includes early contractor involvement, modern methods of construction (MMC), digital delivery, and a strong focus on health, safety, and sustainability.
Role Responsibilities
Package Leadership & Accountability
· Lead the end-to-end delivery of the Roads and Bridges package, from design through to construction and handover.
· Maintain full accountability for scope, schedule, budget, and quality.
· Set the benchmark for productivity, safety, and collaboration across the programme.
Best Practice Construction Delivery
· Champion the principles of the Private Sector Construction Playbook, including:
- Early supply chain engagement
- Outcome-based delivery
- Fair risk allocation
- Value-based procurement
- Digital information management (aligned with the UK BIM Framework)
· Promote the use of DfMA and MMC where appropriate to improve safety, reduce carbon, and accelerate delivery.
· Establish clear productivity metrics and reporting mechanisms in line with the Construction Productivity Taskforce’s seven-step framework.
Design & Interface Management
· Oversee all design activities related to roads and bridges, ensuring alignment with client requirements and statutory standards.
· Manage interfaces with adjacent infrastructure (e.g., Network Rail, National Highways) and other development packages.
· Ensure design changes are assessed, documented, and implemented effectively.
Stakeholder & Approvals Coordination
· Lead engagement with:
- National Highways
- Network Rail
- Local Authorities
- Utility Providers
· Ensure timely submission and approval of all regulatory and statutory documentation.
Contractor & Procurement Interface
· Support procurement of design and construction contracts, embedding technical and statutory requirements.
· Manage contractor mobilisation, site access, and interface coordination.
· Monitor contractor performance and resolve delivery issues in collaboration with the Delivery Team.
Risk, Performance & Reporting
· Identify and mitigate risks across design, approvals, and delivery phases.
· Monitor performance against key metrics (time, cost, quality, safety, carbon).
· Report package-level progress to the Delivery Director.
Key Skills and Competencies
Construction & Technical Leadership
· Proven experience delivering major highways and bridge infrastructure.
· Strong understanding of UK infrastructure standards (DMRB, NR, local authority).
Productivity & Innovation
· Familiarity with MMC, DfMA, and digital construction tools.
· Ability to implement productivity measurement and continuous improvement strategies.
Stakeholder Engagement
· Skilled in engaging with senior stakeholders including National Government, Local Authorities, and Statutory Bodies.
Governance & Compliance
· Experience operating within governance frameworks for large-scale infrastructure projects.
· Strong understanding of legal, regulatory, and contractual compliance.
