Position Description:  


The Clinical Manager performs duties in office, clinic, and community settings that are within the scope of practice for a Certified Medical Assistant. This position is responsible for the direct supervision of clinical staff (MAs, phlebotomists, Patient Care Coordinator, Referral Coordinator, Medical Front Desk Staff, and other clinical administrative staff). The Clinical Manager is responsible for overseeing daily clinic activities of the front and back offices and working with the Associate Director (AD) of the Wellness Clinic to ensure adherence to clinical protocols and assure the highest level of clinical care. 

 

Essential Duties:  

  • Oversee and manage the day-to-day function of the health center and its staff and clients/patients.
  • Recruit, supervise, coach and professionally develop staff reporting to this position.
  • Oversee the client and patient satisfaction processes, including the implementation of quarterly satisfaction survey with collaboration from the front desk staff.
  • Participate in the clinic facilities safety management, including disaster planning and emergency response in collaboration with the Chief Medical Officer (CMO). During emergency responses, Clinical Manager will coordinate care and serve as safety monitor for 4th floor and represent the Wellness Clinic at periodic Safety Committee meetings.
  • Perform all regular tasks assigned to Medical Assistants, including patient rooming, collecting vital signs, managing health maintenance, phlebotomy, and performing injections – including vaccines and hormones under RN or provider direction. Medical Assistant job duties are done within the clinic setting, as well as non-traditional setting, “beyond the 4-walls” of the clinic (ie, on the streets, encampments, SROs, and patients’ homes, etc.)
  • Manage, in collaboration with the AD of the Wellness Clinic, all medical supplies, including in-house Durable Medical Equipment (DME), wound care, liquid nitrogen and other clinic supplies. Develop workflow for managing medical supply inventory and billing for supplies when used/dispensed. 
  • Ensure all medical equipment is calibrated and maintained in working order. Source and repair medical equipment as needed. 
  • Develop and manage a procedure cart for providers with an associated binder listing supplies needed for each binder. Develop protocol for managing the procedure cart.
  • Manage or work with a designated RN to manage the vaccine program, including regular audits from the Department of Health, ensuring staff is trained to store vaccines, and that appropriate inventory is maintained. Develop contingency protocol for refrigerator temperature excursions.
  • Work with Lead MA to coordinate coverage/schedule for the MA team and medical reception desk.
  • Work with AD Wellness Clinic to coordinate RN drop-in schedule and provider on-call schedule. 
  • Work with Compliance/Finance to monitor and ensure Wellness Clinic compliance with applicable laws, regulations, and department policies for both back and front office. 
  • Participate in all certifications, quality assurance, or regulatory site visits by authorities.
  • Review and reconcile all invoices related to clinical inventory/supplies, labs (Quest), EMR, equipment, and other vendors. 
  • Assist management with recruitment, interviewing, and selection of nursing and clinic personnel. 
  • Assure that all staff follow confidentiality measures (HIPAA et al).
  • Other duties as assigned.

 

Minimum Qualifications: 

  • Certified in California as a Medical Assistant with at least 5 years experience as Medical Assistant and experience as an administrative assistant
  • Experience performing phlebotomy and medication injections.
  • At least two years of experience in supervision of a diverse team of clinical staff who serve marginalized communities.
  • Highly organized and task-oriented with attention to detail
  • Able to work independently.
  • Sensitivity to issues affecting LGBTIQQ and communities of color (e.g., Asians, Pacific Islanders, Latinos/Latinas, African Americans, Native Americans).
  • Strong written and verbal communication skills.
  • Ability to think analytically and creatively in order to solve problems.
  • Strong interpersonal communication, mediation, and de-escalation skills.
  • Advanced proficiency in Microsoft Word, Excel and Outlook and Zoom / Teams
  • Obtain and maintain current Basic Life Support (BLS)/Automated External Defibrillator (AED) certifications.  
  • Up-to-date with vaccinations, especially the latest COVID-19 and flu shot vaccine.
  • Proof of TB clearance (issued within the past 12 months or less).

 

Preferred Qualifications:  

  • Working knowledge of Electronic Health Record, preferably OCHIN Epic.
  • Experience working with persons experiencing homelessness, substance use and LGBTQ+ populations.
  • A second language other than English
  • Certification as an administrative assistant
