The International Centre for Settlement of Investment Disputes (ICSID), a member of the World Bank Group, is the global leader in international investment dispute settlement. ICSID is seeking a results-oriented professional to lead the design and execution of its IT program and digital transformation initiatives. This position bridges ICSID’s operational needs with the World Bank Group’s (WBG) enterprise IT ecosystem, ensuring that ICSID has the strategies, systems, and digital tools required to deliver on its mission. The role combines strategic planning, program management, stakeholder engagement, and innovation, with a strong emphasis on introducing forward-looking technologies that improve institutional effectiveness.
Role & Responsibilities:
Strategic Planning & Program Development
• Define short, medium and long-term IT and data strategies tailored to ICSID’s evolving needs and business priorities.
• Design and oversee a multi-year IT program roadmap that balances modernization objectives with immediate operational requirements and ongoing projects.
• Represent ICSID in WBG institutional initiatives (e.g., ARIA, Data Governance, and other cross-cutting programs), ensuring ICSID’s priorities are effectively represented.
• Provide strategic guidance to ICSID leadership on technology trends, risks, and opportunities that may impact operations.
Project Execution & Stakeholder Engagement
• Partner with WBG’s Information and Technology Solutions (ITS) department to deliver ICSID’s IT program, ensuring projects are executed on time, within budget, and aligned with institutional objectives.
• Lead and coordinate the Annual Investment Planning (AIP) exercise for ICSID, ensuring IT priorities are reflected in resource allocation and budget planning.
• Conduct requirements gathering, process mapping, and solution design workshops with ICSID users, translating business needs into actionable technical specifications.
• Oversee User Acceptance Testing (UAT) and quality assurance activities, serving as the primary liaison between ICSID business users and ITS technical teams.
• Track project performance against established milestones and metrics, providing regular progress reports, risk assessments, and mitigation plans to ICSID management.
• Foster effective collaboration with internal stakeholders, ITS, and external vendors, ensuring open communication and strong accountability across all parties.
Innovation & Technology Enablement
• Identify, assess, and champion the adoption of emerging technologies, including Artificial Intelligence (AI), Robotic Process Automation (RPA), advanced analytics, and collaboration platforms, to modernize ICSID’s operations and case management processes.
• Lead pilot initiatives and scale successful solutions, ensuring alignment with WBG IT governance standards, security requirements, and user experience best practices.
• Build awareness and institutional capacity by organizing demonstrations, training sessions, and knowledge-sharing activities to support adoption of new tools.
• Monitor technology trends in international arbitration, legal operations, and case management systems, recommending solutions that reinforce ICSID’s position as a global leader in dispute settlement services.
• Act as a change agent, fostering a culture of digital innovation, continuous improvement, and data-driven decision-making across ICSID.
Selection Criteria
• Advanced degree in Information Technology, Business Administration, or a related field; or a bachelor’s degree with a minimum of 8 years of relevant professional experience.
• Proven experience in IT program or project management within large, complex organizations.
• Strong understanding of IT program governance, investment planning, and digital transformation practices.
• Demonstrated ability to engage stakeholders at multiple levels and translate business needs into technical solutions.
• Familiarity with World Bank Group (WBG) processes, products, and tools will be considered an advantage.
• Knowledge of ICSID’s operations and case management environment is desirable.
• Experience with emerging technologies such as AI, RPA, and data analytics in business or institutional settings.
• Excellent communication, facilitation, and collaboration skills, with the ability to manage cross-functional teams and vendor relationships.
• Strong analytical, problem-solving, and organizational skills, with the ability to manage multiple priorities in a fast-paced environment.
