ROLE SPECIFICATION: Senior Resilience Framework Officer

Overall functional objective
Operational Resilience is transversal to all departments of the organization. To meet this objective, the Group has launched a program: Group Operational Resilience Program (GORP). The role is designed to ensure a proper framework is in place for management of Resilience Risks in LCH SA.
The role understands Operational Resilience challenges and aims at facilitating GORP execution in line with local Regulatory requirements (e.g DORA) and LCH SA Risk management frameworks.
The role will coordinate GORP implementation and business as usual (BAU) within the First Line of Defence (LoD1).
The role aims at increasing LoD1 awareness of GORP frameworks and will improve LoD1 ownership in GORP execution.
This role is in the FL Risk Resilience team (COO office) and reports to the Head of First Line Resilience.
Operational responsibilities:
- Coordinate and lead the implementation of GORP for the LoD1 with a risk-based approach, considering French regulatory specificities.
- Monitor, on a continuous basis, the completion of GORP and report status to Group (for instance via the monthly Service Resilience Forum) and to LCH SA Senior Management as needed.
- Leverage on governance and oversight of transversal activities relating to operational resilience (such as IBS Resilience Working Group, Digital Operational Resilience testing program & Strategy).
- Contribute to Business Continuity Management improvements.
- Ensure coordination with Group, Post Trade/Markets Division and Second Line Risk regarding GORP topics.
- Ensure appropriate contribution and validation of partners, in particular for:
- Service Importance assessment and Service Mapping (lead and coordinate the review of Internal services – IS and Important Business Services – IBS mapping in BlueWorks).
- Impact Tolerance – ITOL (Coordinate setting of IBS Impact Tolerance Statement).
- Vulnerability assessments – VA (identify relevant operational resilience metrics to base VA by IBS, ensure VA reporting is consistent with existing operational resilience reports.
- Scenario Testing (rely on DOR Testing to ensure extreme but plausible scenario for IBS are being tested, contribute to improvements with SMEs and Operational Resilience Coordinator Lead).
- Operational Resilience self-assessment – ORSA (annual attestation on IBSs operational resilience: lead redaction of document, coordinate contributions and reviews before governance validations).
Develop and manage main partnerships with:
- Partners from SLR with respect to frameworks and risk management.
- COOs of Business Lines to ensure good business awareness and accountability.
- SMEs and Risk owners within Business Lines (for active contribution in Operational resilience frameworks implementation).
- Heads and SMEs within COO office and other internal functions (for Internal services mapping).
- Other risk domain officers (for sharing expertise, ensure consistency between frameworks).
- LSEG Operational Resilience partners within First and Second Lines.
- Liaise with regulatory bodies when required.
Experience Required
- At least 10 years of relevant experience in the financial industry (projects/risk management in financial and international environments)
- Excellent organization and planning skills
- High level of rigour
- Attention to detail
- Capacity to synthesize and adapt to audience
- Ability to clearly communicate with Senior Management
- Knowledge of financial markets
- Knowledge of operational resilience risks
- Knowledge of DORA regulation
- Excellent English communication skills (verbal/written)
