Under the direction of the Program Manager of ABE/GED Program within the Pathways & Partnerships Unit, the Adult Basic Skills Program Administrator is responsible for day-to-day management, development, scheduling, implementation, and oversite of all classroom activities, in addition to facilitating orientation and assessment in compliance with the New Jersey Assessment Policy.
Responsibilities:
Program Implementation
- Ensure proper implementation of the ESOL program curriculum that is aligned with integrated skills, listening, speaking, reading, writing, and grammar. Provide and implement the required assessment to measure the achievement of language acquisition skills required by federal and state regulations and guidelines.
- Implement alternative modes of instruction utilizing remote/zoom.
- Observe and evaluate instructors quarterly to ensure presentation skills, classroom management, content knowledge, and program outcomes are met.
- Implement and oversee Orientation for all new students, including administering the required NJ TABE-CLAS-E assessment and all forms are correctly filled out.
- Provide support to the consortium partner’s instructors to ensure compliance in all areas of the program.
Program Compliance, Assessment, Regulatory Requirements and Credentialing
- Implement required pre and post-testing of all students in compliance with the NJ Adult Literacy Assessment Policy using the TABE-CLAS-E C/D.
- Implement and/or oversee the Orientation for all potential students.
- Ensure LACES data is entered and evaluated correctly and that Tables 1-5 are monitored to ensure program compliance.
- Meet all federal and state requirements on course goals, didactic, and outcomes.
- Oversee the IET service approach and IELCE Program; Section 243 taught in conjunction with each other to ensure compliance is maintained and met.
Provide Management
- Provide guidance to ESOL Instructors at Brookdale and within the consortium.
- Assist with the hiring and onboarding of new instructors.
- Serve as an appropriate program role model for all instructors and staff in the by displaying professionalism, integrity, commitment and ownership of the position.
- Represent the program and college to local community groups and events.
- Act as a liaison between the college, ABE Program and the NJ DOL.
Provide marketing oversight and outreach
- Update program flyers to ensure all pertinent program information is current.
- Ensure website information is updated and correct.
- Aid in building community relationships by participating in community events and joining committees that support the ABE Program vision and goals.
- Perform other duties and responsibilities as assigned
Minimum Requirements:
Education:
- Bachelor's Degree in a related field.
Experience:
- Three years of related work experience.
Knowledge/Skills/Abilities:
- Ability to collaborate and work as a team.
- Able to use a creative solution-oriented approach to addressing problems and issues. Ability to work in a multi-cultural environment.
- Excellent interpersonal communication skills with the ability to develop working relationships with students, instructors, and staff both inside and outside the college.
- Excellent organizational skills.
- Must be computer literate with ability to utilize Microsoft Office at an intermediate level and the ability to learn and utilize specific higher education programs and systems
- Ability to learn and apply office practices, procedures, policies, and regulations that are essential to the position.
- Ability to travel within the county and state.
Preferred Qualifications & Special Considerations:
- Knowledge of Monmouth County and its communities.
- Must be able to travel locally.
- Occasional evenings are required.
