Job Summary:
The Policies & Procedures Specialist will report to the Policies & Procedures Manager within the Procurement & Supply Chain (P&SC) Department at LUMA. This role supports developing new, managing existing, and continuously improving the policies, processes and procedures of the Procurement & Supply Chain Department.Job Description:
Conduct walkthroughs with the subject matter experts within the P&SC Department to understand existing procurement processes and workflows.
Identify gaps and opportunities for improvement in the Department’s procurement & supply chain processes and recommend corrective actions and improvements.
Create, implement, and maintain the Department’s policies, procedures, and procurement file templates while ensuring alignment with LUMA policies and compliance with applicable state and federal regulations.
Develop training materials for all procurement & supply chain policies and procedures implemented, ensuring materials stay up to date with organizational and/or process changes.
Support the coordination and facilitation of procurement & supply chain trainings for stakeholders across the organization.
Collaborate with P&SC Department staff and other departments to ensure policies are understood, implemented, and integrated into daily operations.
Assess procurement & supply chain training needs through surveys, stakeholder interviews, or consultations.
Develop and maintain a comprehensive procurement & supply chain training curriculum that addresses the department’s needs and complies with internal policy and regulatory requirements.
Support the onboarding efforts of newly hired Department personnel, ensuring that all required procurement & supply chain training materials are available, and sessions are coordinated on a timely basis.
Maintain records of training and development activities, attendance, results of tests and assessments, and retraining requirements.
Provide individual guidance and mentorship to the Department’s personnel, as needed, to enforce awareness and compliance with established policies and procedures.
Conduct regular compliance checks to identify areas of improvement and ensure adherence to established procurement policies and regulatory requirements.
Continuously collaborate with cross-functional teams to gather input, and insights on the need for new procurement & supply chain policies, procedures, and trainings, or any required updates to existing ones.
Stay updated on LUMA policies and industry trends to identify any required changes to established procurement & supply chain procedures and processes.
In coordination with the Policies & Procedures Manager, identify opportunities with external training providers, professional associations and/or educational institutions to leverage their expertise in procurement & supply chain topics, and provide for continuous learning opportunities.
Assist in the preparation of reports and presentations on compliance with procurement & supply chain policies and procedures, performance metrics, and any improvement initiatives for Department leadership and other stakeholders.
Hold an understanding of the concepts, processes, and compliance within federal procurement.
Follow all policies and procedures.
Perform major storm restoration work and associated drills as assigned

Additional Job Description:
EDUCATION AND EXPERIENCE
Required Education and Experience:
Bachelor's degree in business administration, law, or a related field.
3 years of experience in process improvement, compliance, training and development, or related positions.
Excellent written and verbal communication, in both English and Spanish.
Excellent presentation skills, with ability to engage audiences of all levels within the organization.
Excellent interpersonal skills with ability to collaborate effectively with stakeholders across the organization.
Strong attention to detail with ability to analyze information and draw meaningful insights.
Must possess proficient computer skills and be familiar with Microsoft Office, ERP, PowerBi, file-sharing technology, and process management tools.
Proficiency in training software and technologies, including Microsoft Teams and Workday.
Understanding of procurement processes and state and federal regulations.
Proficiency in procurement systems.
Ability to work in a fast-paced and changing environment.
Ability to work independently and prioritze tasks.
Preferred Education and Experience:
Proven experience working with federal grants, governmental agencies or supply chain is preferred.
LICENSES / CERTIFICATIONS
Required Licenses/Certifications:
Valid Driver’s License
Professional certification (e.g., CPSM, CSCP, CPM) is a plus.
