This position supervises, directs and monitors the activities of the first line Family Independence Managers in a DHHS local office or dual county structure.  This position is responsible for the administration of the Family Independence Program and other services programs administered by the DHHS.  The Family Independence Manager will provide support, direction and serve as the resource person to subordinate staff to ensure proper application of policies and procedures for various social service programs and monitor the progress of the Agency goal of encouraging independence and self sufficiency.  This manager will assist with the integration of program support between Administrative Support, IT and Fiscal Units to enhance agency outcomes.

Position Duties

Education
Possession of a bachelor's degree with at least 30 semester (45 term) credits in human services courses such as: social welfare, social work, sociology, psychology, family ecology, community services, family studies, family and child development, guidance and counseling, criminal justice, gerontology, special education, education of the emotionally disturbed, or education of the gifted. (NOTE: Status as a Family Independence Specialist satisfies the education requirement.)

Experience
One year of experience equivalent to a Services Program Manager 14; or, two years equivalent to a Family Independence Manager 13, General Services Program Manager 13 or Services Program Manager 13; or three years equivalent to an Assistance Payments Supervisor 12

Minimum Qualifications

Family Independence Manager 12-15
The following combinations of experience may substitute for the experience requirement for Family Independence Manager 13:
Two years of experience as a Family Independence Specialist or Services Specialist in addition to one year of experience in one of the following Family Independence Program related areas:
Quality Control Analyst
Human Resources Developer providing FIP and ESA training.
Departmental Analyst in the county office as a Project Zero Coordinator (closely involved in the local office application of FIP policy).
Resource Program Analyst or Departmental Analyst work as a Family Independence program analyst responsible for activities such as assessing legislation, developing program policy, applying policy in case reviews, or serving as a policy and case consultant. Examples include Temporary Assistance to Needy Families (TANF); Zone Family Independence Program (FIP) Specialist; Food Stamp Management Evaluation (FSME).

The following combinations of education and/or experience may be substituted for the education requirement for all levels (12 - 15)
One year of experience classified as a Departmental Analyst functioning as a Project Zero Coordinator and a bachelor's degree in any major.
Five years of experience as an Assistance Payments Worker, Migrant Program Worker, and/or a Job Start Worker.
Four and half years of Assistance Payments Worker, Migrant Program Worker, or Job Start Worker experience and one year of college.
Three years of Assistance Payments Worker, Migrant Program Worker, or Job Start Worker experience and two years of college.
One and a half years of Assistance Payments Worker, Migrant Program Worker, or Job Start Worker experience and three years of college.
One year of experience as an Assistance Payments Worker, Migrant Program Worker, or a Job Start Worker and a bachelor's degree in any major.

Other Qualifications

This position is open to current Michigan Department of Health and Human Services (MDHHS) employees and MDHHS employees in layoff status only.

This position will be located at the Monroe County MDHHS Office: 903 S. Telegraph, Monroe, MI 48161 OR the Lenawee County MDHHS Office: 1040 S. Winter Street, Adrian, MI 49221. The location will be dependent on the selected candidate's preference in relation to their home address.Based on operational needs and within established limits, remote work and alternate or hybrid work schedule requests for this position may be considered.


Selected candidates who have been approved to work remotely or a hybrid schedule must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.  


Employees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely, employees will be responsible for providing other components of a remote office at their own expense, including:
  • A secure work location that allows privacy and prevents distractions.
  • A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.
  • Suitable lighting, furniture, and utilities.
