The King County Metro Transit Capital Division is recruiting for a Coordinated Portfolio Manager (Project/Program Manager IV) to join its Coordinated Portfolio Management team. This team is responsible for managing the process to plan, prioritize, and develop Metro’s Capital Improvement Plan, using a value framework that ensures the capital portfolio delivers maximum value in advancing the strategic goals of Metro and the County using available resources.
Additionally, the team is responsible for defining and implementing portfolio management best practices within Metro Capital, including the coordination of capital portfolio planning, monitoring and decision-making activities, applying effective governance, monitoring performance metrics and value realization, and implementing information management systems and reporting to enhance portfolio transparency and communications.
Reporting to the Capital Division’s Capital Portfolio Planning and Analysis Manager, this position will work across Capital Planners, Program and Portfolio Managers to play a key role in Metro’s strategic planning activities and advancement of business improvement efforts.

Recruitment Information:
This recruitment will be used to fill 1 Career Service vacancy. In addition, this selection process may be used to generate an eligibility pool for future Career Service vacancies that may occur in this classification within the Capital Division. The eligibility pool will be retained for 12 months from the time it is established and may be extended or used at the discretion of the hiring authority.

Position Duties
Applying equity and social justice principles is a daily responsibility and a foundational expectation for all of King County employees. In this role you will apply equity and social justice principles to all aspects of the work.
As a Coordinated Portfolio Manager, you will:- Play key role in the implementation, maintenance, and continuous improvement of Portfolio Management framework for Metro Capital by ensuring consistent application of standards to portfolio and program management activities
- Support the process to plan, coordinate, develop, and implement Metro’s 10-year Capital Improvement Program. Develop communication plans and strategies, standard templates and process documents, and assist portfolio and program managers with development of proposals and project sequencing strategies
- Perform analysis to support development and implementation of Metro’s Capital Improvement Program and executive-level decision making, such as resource estimation and management, scenario development, and cost/benefit analysis
- Lead and manage planning efforts in designated capital portfolio area and ensure that a sustainable framework is developed that provides key stakeholders and Metro leadership with the information needed to make informed decisions
- Lead reviews of program workplans to ensure coordination across portfolios and the capital improvement plan, prioritization of investments according to established framework, and feasibility with available resources. Understand and highlight planning assumptions used and identify interdependencies and risks.
- Ensure program/project information and data is regularly maintained and validated within Metro’s business intelligence systems to support accurate and reliable dashboard reports
- In support of Portfolio Managers, cofacilitate portfolio governance workgroups, tracking issues and risks and coordinating resolution across program stakeholders and Capital leadership
- Assist Portfolio and Program Managers with establishment and tracking of key performance indicators (KPI’s), ensuring they are incorporated within programmatic prioritization framework, and value realization is tracked through monitoring and reporting
- Support business requirement development and implementation of business tools and systems to fulfill Metro’s capital portfolio planning, budgeting and management activities
- Assist in continuous identification of portfolio management best practices and strategize opportunities for implementation within Metro Capital
- Other duties as assigned
Minimum Qualifications
Minimum Qualifications:
- Knowledge of capital planning, project management, and program management principles
- Experience in capital budgeting processes and strategies, including portfolio prioritization and optimization
- Knowledge of governance and its role within capital budgeting and portfolio management
- Experience as user or administrator of project, portfolio management or capital budgeting information systems
- Experience with data analysis, including use of analytical and data visualization tools, identifying trends and developing recommendations for executive leadership
- Demonstrated ability to facilitate workgroup meetings, following up on action items for resolution
- Experience in developing and delivering presentations to a wide and diverse set of audiences
- Experience with, and knowledge of organizational change management techniques
- Demonstrated ability to work successfully with a diverse group of individuals from a variety of different positions and backgrounds
- Demonstrated ability to establish and maintain effective working relationships through team building and problem solving
- Proficiency in Microsoft Office Suite, including Word, Excel, Outlook and PowerPoint
Desired Qualifications:
- Knowledge of King County Metro Transit’s capital improvement program, organizational structure
- Experience with SharePoint and PowerBI

Work Schedule:
Our regular business hours are 40 hours per week, Monday through Friday. However, work outside of these hours may occasionally be required. This position is classified as exempt under the Fair Labor Standards Act, and therefore, is not eligible for overtime pay. We may also consider flexible hours.

The main work site associated with this position is King Street Center, 201 S. Jackson St, Seattle WA 98104.
Telecommuting Requirement:
This is a hybrid role, requiring a combination of remote and onsite work at various King County facilities where employees will have access to shared workspaces. A County-issued laptop will be provided, and employees must maintain a dedicated workspace with reliable internet access to perform their duties efficiently and remain accessible during scheduled work hours. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
