About the Department
This position is responsible for supervising the operations, maintenance, and repair of electrical power transmission systems, substations, and distribution systems.
Position Duties
- Prioritizes and directs the maintenance and repair of the electrical utility system.
- Ensures work is performed in compliance with safety policies and procedures.
- Trains, assigns, directs, supervises, evaluates, and disciplines personnel.
- Designs and oversees electrical system projects.
- Develops, identifies, and monitors short- and long-term goals and objectives for the city’s power system.
- Coordinates contractor agreements for easement, electrical work, and design activities.
- Responds to and resolves customer questions and concerns.
- Prepares annual budgets, including the five-year capital improvement plan; monitors expenditures.
- Pays all invoices associated with the electric utility; ensures the proper use of funds.
- Manages power outages in coordination with work crews and the city management.
- Performs related duties.

- Knowledge of local, state, and federal laws related to electric utilities.
- Knowledge of electric utility system design, construction, operations, and maintenance.
- Knowledge of management and supervisory principles and practices.
- Knowledge of budget development and management principles.
- Knowledge of file and records management.
- Knowledge of inventory control principles.
- Knowledge of electrical engineering, transmission, and distribution theory and practices.
- Knowledge of computers and job-related software programs.

Other Qualifications
SUPERVISORY CONTROLS
The Electrical Manager assigns work in terms of division goals and objectives. The supervisor reviews work through conferences, reports, and observation of division activities.
GUIDELINES
Guidelines include the City Electrical Specifications Manual, National Electric Code, the National Electric Safety Code, the APPA Safety Manual, OSHA regulations, and city and department policies and procedures. These guidelines require judgment, selection, and interpretation in application. This position develops division guidelines.
COMPLEXITY/SCOPE OF WORK
- The work consists of varied management, administrative, supervisory, and technical duties. The need to respond to unexpected emergencies and outages contributes to the complexity of the position.
- The purpose of this position is to supervise the operation, maintenance, and repair of the city’s electric utility system. Successful performance ensures the efficiency and effectiveness of utility operations.

- Contacts are typically to give or exchange information, resolve problems, motivate personnel, provide services, and justify, negotiate, or settle matters.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
- The work is typically performed while sitting at a desk or table or while intermittently sitting, standing, or stooping. The employee occasionally lifts light and heavy objects.
- The work is typically performed in an office and outdoors where the employee may be exposed to electrified lines and other high-voltage areas.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position has direct supervision over Electrical Services Supervisors (3), Journey Lineworker (6), Apprentice Lineworker (4), and Meter Technician (1).
MINIMUM QUALIFICATIONS
- An Associate degree in Electrical Technology, Electrical Engineering, or a closely related field AND ten (10) years of relevant electrical transmission/distribution or closely related experience that includes four (4) years of management and/or supervision OR any equivalent of experience and/or education from which comparable knowledge, skills, and abilities have been achieved.
- Possession of and ability to maintain certification as a Journey Lineman.
- Possession of and ability to maintain a valid State of Wyoming Class A commercial driver’s license.
- May be required to lift and/or carry heavy, bulky supplies, materials, and/or other items weighing up to 40 pounds.
- Must be able to work with hands rubber-gloved and with rubber sleeves.
- May be exposed to dangerous machinery, potential physical harm, extreme weather conditions, and infectious diseases.
- May be required to work outside the traditional work schedule.
- May be subject to call-out and/or call-back.
