CHIEF FINANCIAL OFFICER (CFO)
Business Services Department
The Chief Financial Officer oversees the financial and business services of the organization, ensuring the District stewards and appropriates its resources in a legally sound, forward-thinking, thoughtful and efficient manner that is directly aligned to the District’s strategic plan and assures the short- and long-term financial stability of the organization. The Chief Financial Officer serves as the key advisor to the Superintendent on all matters related to fiscal and business matters. The incumbent ensures the ethical and prudent conduct of the District’s fiscal affairs in a manner that complies with all applicable laws and that represents a high degree of efficiency, effectiveness and transparency.

Nature & Scope:
The Chief Financial Officer operates with broad autonomy in alignment with all applicable local, state, and federal laws and regulations, District policies, and generally accepted accounting principles. Independent judgment and decision-making is required in matters not having established rules, regulations or policies. The incumbent is responsible for the functions and operations of the Business Services Department, has multiple supervisory responsibilities and has a deep impact on the financial health of the organization. As a result, the Chief Financial Officer has a direct impact on the propensity for students to meet the highest educational aspirations of the District.
Essential Job Functions:
- Conducts oneself in the best interest of students, in accordance with the highest traditions of public education and in support of the District’s mission.
- Develops the strategic vision for the District’s finances. Directs, oversees, and monitors financial and strategic planning to assure fiscal integrity and accountability for the District.
- Assumes overall responsibility for the management of the Business Services Department including finance, budget, payroll, and purchasing.
- Develops and recommends fiscal measures to enhance resources.
- Serves as the key advisor to the Superintendent on all fiscal and business matters.
- Serves on the Superintendent’s Cabinet and provides counsel and expertise to District officials, administrators, and staff in matters of fiscal and business services.
- Serves as financial expert and consultant to the Board of Education.
- Implements a shared vision for the prioritization of resources.
- Oversees the development and preparation of the annual budget for the District.
- Implements strategies to ensure that the District’s budget and expenditures align to the goals of the District’s strategic plan.
- Continuously analyzes the District’s financial position. Develops recommendations for immediate and long-range financial management. Develops and recommends fiscal measures to maximize resources.
- Maximizes interest earnings on District funds by constructing a thoughtful investment schedule and overseeing compliance with the schedule. Refinances capital improvement bonds as necessary.
- Provide leadership and direction in working with principals, staff, parent groups, and community to read and understand fiscal data including financial reports.
- Organizes and controls expenditures for conformance to budget, accounting standards, and funding guidelines for District programs and funds. Formulates and develops policies, procedures, and programs to assure effective management controls.
- Establishes directives and procedures and closely monitors the financial position of the District.
- Negotiates and executes contracts for the District, including leases and sale of surplus properties; represents the District in a variety of legal, contractual and other business matters.
- Assures that contracts entered into by the District are administered properly and that they protect the interest of the District. Oversees the rebidding of the District’s major contracts.
- Works with school improvement initiatives that seek to close achievement gaps that have marked the experience of historically underrepresented student populations.
- Communicates with school and department administrators, central office staff, labor leaders, and the school community in order to strengthen the understanding of the finances of the District and to improve the effectiveness of its financial operations, assisting staff with managing resources to the benefit of students.
- Ensures a system of timely, accurate, and effective financial reporting by directing the preparation of periodic financial reports and the CAFR to the School Board, District Budget Committee, and the Audit Committee.
- Serves on all collective bargaining teams as expert in the area of contract costs and funding.
- Oversees bond issuance and debt services management.
- Serves as District Budget Officer.
- Maintains effective working relationships with financial leaders in state government and other school districts.
- Maintains awareness of legislation and contract obligations impacting District finances.
- Maintains effective working relationships with other members of the Department as well as other school personnel and community members, including those from diverse cultures or backgrounds or those who speak limited or no English.
- Complies with all procedures outlined in the Code of Professional Conduct and Annual Notices for Education Practitioners, Teachers, Support Staff, Administrators, Substitutes Handbook and all other Beaverton School District Policies and Procedures.
Required Qualifications:- Must possess a Bachelors Degree from an accredited college or university.
- Must have at least ten years’ experience of increasing responsibility in a leading a finance/business services division, of which at least five years must be directly related to finance.
- Must possess excellent written and oral communication skills.
- Must hold a valid Oregon or Washington driver’s license.
Working Conditions:The Chief Financial Officer works primarily within an office building and frequently within school buildings. The work environment is often controlled and quiet, but the work environment will also frequently include moderate to loud noise. The work environment may include exposure to unpleasant interior temperatures, dirt, and communicable diseases.
Regular travel to all school sites will be required as well as occasional statewide travel. Attendance at meetings or activities outside of the normal workday will also be required, including frequent, prolonged, and irregular hours including evening/weekend time.
