Education and Experience: High School Diploma or GED, or higher, and three (3) years of experience in law enforcement record-keeping, including one (1) year in a lead or supervisory capacity. Must pass a stringent background investigation.

Licenses and Certificates: Valid Texas Class "C" Driver's License or equivalent from another state by time of appointment. TCIC and NCIC certifications are required within six (6) months of appointment.

Position Duties

Under direction, in a records section, supervise support staff in the maintenance of records and provide customer service to assist the general public, departmental personnel, and representatives from other agencies in obtaining police related information.

Minimum Qualifications

Oversee service provided to customers at various records service counters to ensure quality control, criminal identification processing and reporting, and maintenance of an organized and accurate filing system for a variety of police-related records. Involves: Managing the uniform crime reporting program to ensure accuracy, generating monthly reports, proofreading, and audit calculations to ensure accuracy of the preparation process. Direct processing and fulfillment of open records/public information requests and exchange of criminal information with other agencies. Ensure timeliness, accuracy, and compliance with release and confidentiality guidelines. Respond to confidential phone calls from agencies seeking record information and provide information to assist law enforcement agencies following established procedures and guidelines. Consult with the legal advisor in unusual or complex situations. Prepare statistical summaries from unit records in order to assure accurate records of police activities and actions and to provide summary information to management personnel. Monitor data coding, cancellation, entry, correction, and disposition, expunction, booking entry and property, merging and supplement, and related record keeping within the Records Management System. Enter and retrieve certain criminal information in the FBI National Crime Information Center (NCIC) and Texas Crime Information Center (TCIC) databases.

Oversee the microfilm unit and end-user personal computer hardware, peripherals, and software. Involves: Troubleshooting computer system malfunctions. Correct or repair system problems, including personal computers, network printers, compact disk-read-only memory (CD-ROM) towers, optical scanners or storage devices, cameras, and reader printers. Identify the source of the problem and take corrective action, or report the problem to information systems technicians.

Supervise assigned staff. Involves: Assign, schedule, guide, and monitor work. Detect and correct errors. Appraise employee performance. Provide for training and development and train assigned staff in information systems and records functions. Counsel, motivate, and maintain harmony. Identify and resolve staff differences, conflicts, and deficiencies. Interview applicants and recommend hiring, termination, discipline, or other employee status changes. Enforce personnel rules, regulations, and work behavior standards firmly and impartially. Review/approve leave requests and schedule overtime.

Perform duties of supervisor or coworkers as necessary to ensure continuity of operations during absences. Advise the supervisor promptly of situations or issues that have or could lead to deviation from expected results or when funds are required from other sources, and recommend appropriate solutions or options.
