Under general supervision, this position performs a variety of professional planning duties related to the review and analysis of complex development proposals, building permits, and long-range planning initiatives. 


Please be advised that while both positions are being posted, only one vacancy will be filled. The selected candidate’s placement as either a Planner I or Associate Planner will be determined based on qualifications and relevant experience.

Planner I


  • Assists with reviewing development applications, building permits, and business licenses for compliance with zoning codes and land use regulations.


  • Supports updates to long-range plans including master, sub-area, and open space plans by conducting research and assembling data.


  • Conducts field inspections to assist with verification of compliance with approved plans and conditions.


  • Prepares basic reports and mapping using GIS and planning software under the guidance of senior staff.


  • Responds to general inquiries from the public, developers, and internal departments regarding zoning and development processes.


  • Conducts land use, demographic, economic, and other research activities on a broad range of community and planning subjects.


  • Attends Planning Commission and other public meetings to observe and assist with presentations. 


  • Responds to citizen complaints, requests, and inquiries in an appropriate manner.


  • Participates in community outreach events and supports engagement efforts. 


  • Maintains planning files, databases, and records in accordance with Town policies.


  • Participates in staff development activities, team meetings, and professional training to enhance skill and competence. 


  • Adheres to all Town and departmental values, policies, and procedures. 


  • Performs other related duties as assigned.

Associate Planner-Development Review


  • Reviews and analyzes complex land development proposals, building permits, and business licenses for compliance with Town codes, ordinances, master plans, and intergovernmental agreements. 


  • Prepares and presents technical reports and staff recommendations to the Planning Commission, Town Council, task forces, and community groups.


  • Conducts on-site inspections to ensure compliance with approved site plans, including landscape and architectural standards, and issues certificates of occupancy as appropriate. 


  • Assists in the issuance of building permits and certificates of occupancy to ensure compliance with land development code requirements; reviews building permits and business licenses for zoning and land-use compliance. 


  • Provides zoning, land use, and development guidance to property owners, developers, design professionals, and the public; responds to inquiries and citizen concerns. 


  • Performs research and analysis on land use, demographics, economic trends, and other planning topics to support policy development and decision-making. 


  • Assists with or manages updates to long-range planning documents, including master, sub-area, transportation, and open space plans; identifies and pursues funding opportunities when applicable. 


  • Facilitates public engagement and collaborates with task forces and community groups to build consensus on planning initiatives. 


  • Negotiates and administers consultant agreements and coordinates interdepartmental and agency reviews. 


  • Participates in staff development activities, team meetings, and professional training to maintain planning expertise. 


  • Adheres to all Town and departmental values, policies, and procedures. 


  • Performs other related duties as assigned. 

Minimum Qualifications

The requirements listed below are representative of the education, experience, certification and/or licensure required. An equivalent combination of education and experience to perform the essential duties and meet the necessary employment standards may be considered. 


Planner I

Requires a bachelor’s degree in planning, geography, landscape architecture, architecture, or a related field.

One (1) year of experience in local or regional planning with direct experience in development reviews and comprehensive planning is preferred. 


Possession of or ability to readily obtain a valid Driver's License issued by the State of Colorado for the type of vehicle or equipment operated; safe driving record and a minimum of two (2) years of driving history.


Associate Planner-Development Review 

Requires a bachelor’s degree in planning, geography, landscape architecture, architecture, or a related field, supplemented by four (4) years of experience in local or regional planning with direct experience in development reviews and long-range planning. 


Possession of or ability to readily obtain a valid Driver's License issued by the State of Colorado for the type of vehicle or equipment operated; safe driving record and a minimum of two (2) years of driving history. 


Employment Standards (both positions)

  • Ability to work with minimal supervision and specific direction.  
  • Ability to problem solve and multi-task.
  • Ability to pass a pre-employment background check.

Hiring Salary Range: $57,682.00-$69,218.00
Full Salary Range:  $57,682.00-$80,755.00

Associate Planner-Development Review
Hiring Salary Range:  $75,208.00-$92,129.00
Full Salary Range:  $75,208.00-$109,051.00

Tools & Equipment

Requires use of general office equipment such as computers, printers, telephones, and related software. Use of specialized tools or equipment may also be necessary, including but not limited to technical devices, mechanical tools, heavy equipment, machinery, public-safety-related items, or other industry-specific systems. If required by the position, the employee may operate a personal or Town-owned vehicle. 


General and Sensory Requirements
 
The employee is regularly required to sit, stand, walk, reach with hands and arms, and use hands and fingers to handle or operate objects, tools, or controls. Duties may also require stooping, kneeling, crouching, crawling, climbing stairs or ladders, and maintaining balance. The employee must be able to talk and hear effectively, both in person and over the phone, and must be capable of operating a vehicle if required by the role. Vision requirements include consistent near and far visual acuity, depth perception, peripheral vision, and the ability to adjust focus to allow a broad field of vision.


Light Physical Demands
 
This position is primarily sedentary in nature. The employee must be able to exert up to twenty (20) pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects.  


Environment

Physical presence onsite is required. Work is primarily performed in a climate-controlled office environment. The noise level is typically quiet. This position occasionally involves work in inclement weather, including extreme heat, cold, wind, or precipitation. Employees in this position may be exposed to fumes, odors, dust, or airborne particles.
