THE POSITION

 

Under general supervision and direction, performs a variety of duties in the areas of law enforcement; facility operation and maintenance; resource, interpretation and environmental management; and assistance with recreational use of District parks, trail systems, open space and recreation programs. The position has been authorized to be armed. Part-time hours and schedule vary and may average 1-5 days per week. The position will be required to work weekends, holidays, swing shift and irregular hours. Position has a one-year probationary period.

 

EXAMPLE OF DUTIES

 

The essential functions of this position include, but are not limited to:

 

  • Interprets and enforces District, City, County and State rules, ordinances and laws, including issuing verbal warnings and citations and expelling or arresting as necessary to ensure that District parks, facilities, trails, open spaces and related facilities are safe for public use.
  • Patrols District lands using a Ranger vehicle, bicycle and/or on foot.
  • Provides traffic and crowd control for District events.
  • Administers first aid and emergency care and notifies the appropriate City and/or County agencies.
  • Interact with individuals or groups using District facilities, including providing information and materials concerning land use, conservation, nature and ecology and other interpretation of principles and techniques.
  • Works closely with and coordinates park security activities with appropriate local law enforcement agencies.
  • Maintains the ability to qualify with a handgun and obtain the minimum or higher score.
  • Ensure permit conditions of use i.e.: maximum number of attendees allowed, end time of permit, clean-up requirements, etc.
  • If alcohol is being served, review terms of Alcohol Permit with permittee and check type of alcohol and quantity being provided. Continue to monitor throughout event to be sure only the alcohol provided by the permittee is being consumed and NO ADDITIONAL alcohol is brought in.
  • Remain outside at the front entrance of the facility as guests arrive. Monitor parking lot and watch for potential un-invited guests and over attendance numbers.
  • Continually move about the facility and grounds to monitor event activity. Check lobby, restrooms, kitchen, outside front and east entries, front and east parking lots, patio, and amphitheater. When multiple Rangers are on duty, establish stations and rotate often. At least one Ranger should be monitoring multipurpose room/lobby area and one Ranger patrolling outside areas at all times.
  • Assist recreation staff with ending the event, (usually one hour in advance of permit end time.) One Ranger should remain in multipurpose room/lobby area to help staff clear the room of guests and non-district items and to enforce clean-up requirements. Additional Rangers should be at front entrance outside and in patio area monitoring guests leaving the building and parking lot. At least one Ranger should remain with the recreation staff member until ALL guests and the permittee have left.

 

The position may perform other related work as required.

 

EMPLOYMENT STANDARDS AND EQUIPMENT

 

Knowledge, Skills and Abilities: Two years of college in law enforcement or police science desired. Experience working as a peace officer for a law enforcement agency or a minimum of two years experience working as a Park Ranger I for Rancho Simi Recreation and Park District. Any equivalent combination of education and related experience will be considered. Ability to qualify with a hand gun, operate a motor vehicle and bicycle, and work in the field. Ability to utilize hand cuffs, radio, other enforcement and maintenance equipment. Ability to communicate effectively, both orally and in writing, and follow oral and written instructions; establish and maintain positive and cooperative working relationships with all those contacted during the course of work.

 

Licenses / Certifications: Individual must possess: valid California driver's license and demonstrate a good driving record; valid Basic Life Support, CPR Certificate; valid standard First Aid Certificate (or higher); Certificate of Completion from a certified California Law Enforcement Academy. Individual must be able to meet the Peace Officer Certification requirements of California Penal Code Section 832 and Government Code Section 1031. Must be able to qualify with a hand gun every three (3) months during the course of employment. Must be capable of being assigned to the District's Bike Patrol Unit, and must be able to pass a Bike operation training course provided by District personnel.

 

Equipment: The District will furnish necessary vehicles, bicycle, safety equipment, foul weather gear, ranger uniform and cleaning services. The employee shall furnish black shoes or boots and a District-approved hand gun.

 

At time of interview, applicant must provide a Motor Vehicle Report (not more than 30 days old) from the Department of Motor Vehicles and evidence of meeting the certification and education requirements.

 

PHYSICAL ACTIVITY REQUIREMENTS

 

This position will require standing or walking approximately 30% of the time and sitting 70% of the time. It will involve frequent lifting, carrying or pushing or pulling loads of up to 20 pounds. Position will involve frequent kneeling, bending, squatting, reaching overhead or stretching and climbing stairs; occasional climbing ladders and crawling. The position requires the ability to patrol on foot, from a vehicle, or riding a bicycle off trail and in rugged terrain. Operation of a 4 x 4 vehicle, bicycle, radio, paint sprayer, photo equipment, hand cuffs, hand-gun, and maintenance equipment will be required. The work assignment will require working in inclement weather conditions and performing emergency services and maintenance work on several types of District property.
