About the Department
This is a supervisory and administrative support position in the Department of Environmental Services responsible for coordinating all dispatch operations of the department, with emphasis on the dispatch of personnel and equipment needed for snowplowing and salting of roadways and sidewalks. The Supervising Dispatcher also has primary responsibility for the administration of contracts for snowplowing services. An employee of this class establishes and evaluates procedures and resolves problems related to the application of procedures in order to ensure expedient and coordinated response during snow season. In addition, an incumbent compiles information and data about services and operations. The Supervising Dispatcher exercises direct and general supervision over dispatch personnel, and functional supervision of employees assigned for field inspection of snow operations and clerical support. General supervision is received from the Operations Manager. Related work is performed as required.
Position Duties
- Prepares with subordinate staff routes and route maps for snowplow runs and inspections, street sweeping and flushing, and related operations;
- Compiles data regarding City and contracted snowplowing, staffing, equipment usage, and related items;
- Investigates damage claims to determine extent of damage and assess liability, and arranges repairs as appropriate;
- Prepares information regarding embellishment charges to individual properties for services provided by the City;
- Prepares contract information regarding performance standards;
- Coordinates snowplowing and salting performed by City employees, by identifying routes, matching equipment operators to routes, and identifying primary and back-up plows appropriate for various routes;
- Enforces provisions of contracts with regard to snowplow runs, damage claims, equipment and vehicle condition and related requirements;
- Verifies work performed by contractors prior to the authorization of payment;
- Acts as liaison to the Bureau of Purchasing in the contract bidding process for snowplowing operations;
- Develops procedural manuals related to dispatch, inspection, and snowplowing activities;
- Supervises employees involved in the dispatching activities of the Bureau of Water and the Bureau of Operations, including employee scheduling, assigning and reviewing work, authorizing work hours, interviewing for selection, evaluating employee performance, initiating disciplinary action;
- Monitors sidewalk and roadway snowplowing provided by contractors to ensure that services meet the standards established in contractual agreements;
- Provides training to dispatch personnel, snow inspectors and private contractors regarding procedures and policies associated with snowplowing and salting activities;
- Performs dispatch duties on an as-needed basis, such as during periods of high activity or staff shortages.
PROMOTIONAL FIELD:
Candidates must be currently employed with the City of Rochester and must have served continuously* as a Senior Dispatcher for the 12 months immediately preceding the date of the examination;
OR
Candidates must be currently employed with the City of Rochester and must have served continuously* as a Dispatcher for the twenty-four (24) months immediately preceding the date of the examination and meet the following open competitive minimum qualifications:
*Candidates must have permanent competitive status or 55a status.
Minimum Qualifications
A. High school diploma or G.E.D. plus:
- Three (3) years of experience in dispatching equipment and personnel in environmental services activities (such as snow removal, street maintenance, water system repair); OR
- Three (3) years of experience in civil engineering or related construction activities, involving either the coordination of personnel and heavy equipment, or the inspection of projects for contract compliance; OR
- An Associate's degree* in civil engineering, construction technology, or business administration, or a related technical or managerial field, and two (2) years of experience as described in Sections 1 or 2 above; OR
- An equivalent combination of education and experience as defined by the limits of 1, 2, and 3.
B. One (1) year of experience directing the work of lower-level employees*.
THE WORK EXPERIENCE REQUIRED IN SECTIONS A AND B ABOVE MAY HAVE BEEN ACQUIRED EITHER SIMULTANEOUSLY OR SEPARATELY.
*Completion of the City of Rochester's Public Works/Public Service Administration program may substitute for the associate's degree requirement in Section A3 and the experience in Section B.
SPECIAL REQUIREMENTS:
Possession of a New York State Class D Motor Vehicle Operator's license at time of appointment.
Other Qualifications
Scopes/Subjects of Examination: A test designed to evaluate knowledge, skills, and/or abilities in the following areas.
1. Office record keeping - These questions test your ability to perform common office record-keeping tasks. The test consists of two or more "sets" of questions, each set concerning a different problem. Typical record-keeping problems might involve the organization or collation of data from several sources; scheduling; maintaining a record system using running balances; or completion of a table summarizing data using totals, subtotals, averages, and percent’s. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone.
2. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
3. Scheduling work and equipment - These questions test for knowledge of work scheduling principles and for the ability to arrange work and equipment assignments in a manner that will achieve work goals while staying within scheduling criteria. This may include setting up vacation or work schedules, taking into consideration such factors as seniority, work skills, duty hours, and shift coverage.
4. Street cleaning operations and the use and operation of equipment and tools, including snow and ice control - These questions test for knowledge of the practices, procedures, and equipment used for the cleaning of roadways and for the removal of snow and ice from roads, drainage areas, and sidewalks.
5. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
