GENERAL PURPOSE

Performs a variety of professional, administrative, operations, and technical duties related to planning, organizing, directing and coordinating city-wide economic development efforts. Develops opportunities and facilitates the creation of conditions to attract new businesses and assist existing businesses and industries to profitably operate within the city limits.

Performs a variety of administrative and operations duties related to the planning, coordinating, organizing, and managing city-wide information technology (IT) program.

SUPERVISION RECEIVED

Works under the general guidance and direction of the Director of Legislative and Strategic Services.

SUPERVISION EXERCISED

May provide close to general supervision to full-time, temporary, contract, or part-time personnel.

ESSENTIAL FUNCTIONS

Economic Development: Direct and participate in the development and implementation of plans, goals, objectives, policies, procedures and priorities for economic development programs; recommend internal departmental policy, appropriate service and staffing levels.

Makes recommendations related to city philosophy, policy and practice regarding business and industrial growth opportunities; apprises City Administrator, Mayor and City Council regarding program and project progress; monitors legislation and regulations relating to economic development, and reports findings to the appropriate impacted parties.

Serves as liaison between business and industry leaders, school districts and government officials as needed; builds professional network through organizations such as Economic Development Corporation of Utah, Governor's Office of Economic Development, International Council of Shopping Centers, International Economic Development Council, Utah Alliance for Economic Development, etc.

Direct and participate in the development and administration of the economic development program annual budget.

Identify and solicit prospective developers and users of commercial and industrial space seeking to relocate or establish operations within the city; promotes city location, market area, transportation and distribution connections and related issues; work to attract new business by conducting research, organizational and operational studies, and investigations to identify high-growth industries suitable for recruitment to the City; meets with public, developers, entrepreneurs, and contractors to facilitate economic development plans and projects; discusses economic development issues; interprets information in local ordinances pertaining to department responsibilities.

Identifies and forms development areas consistent with city master plan for economic development; coordinates with city departments for new and existing business to assure compliance with codes and regulations; prepares a variety of reports related to project progress; reviews and updates ordinances affecting economic development, zoning, development and related departmental areas; coordinates projects with other departments or governmental agencies.

Participates in long range planning; monitors locations within the city for possible land acquisition by the city;

Attends council meetings, planning meetings, committee etc., as needed to report program progress and make presentations and proposals related to community and economic development.

MINIMUM QUALIFICATIONS

  1. Education and Experience:
  2. Graduation from college with a master's degree in public administration, real estate development, economics, business administration, urban planning or a closely related field;

AND

  1. Five (5) years of progressively responsible experience performing above or related duties;

OR

  1. An equivalent combination of education and experience.
  2. Knowledge, Skills, and Abilities:

Considerable knowledge of local government revenue options and taxation, tax rebate programs and tax increment financing; principles and practices of comprehensive urban economic development, urban/rural planning, sociology and community organization as applied to urban economic development; relationship between factors affecting urban economic development policy, such as economic, political, sociological, legal, etc.; research and statistical analysis and the evaluation of research data; commercial and industrial real estate brokerage, leasing; asset management; valuation and investment analysis; land use, zoning, federal, state, and local laws; planning and zoning and subdivision law, theory and application; local government structure and operations, including the budgetary procedures and fiscal management; research methodology, statistical analysis and evaluation of research data; land use, zoning, federal, state, and local laws; principles of supervision; interpersonal communication skills; creative problem solving processes and facilitation skills; the interrelationships between various types of local governments and agencies; principles and practices of data collection, research techniques and statistical reporting;.

Skill in public relations and the delivery of public presentations.

Ability to plan and organize comprehensive property acquisition projects; facilitate problem solving processes with local businesses, school districts, potential industries and elected officials; manage city financial resources related to business incentives and loan programs; prepare and present technical reports; communicate effectively verbally and in writing; establish and maintain effective relationship with co-workers, other government entities, the public, and elected officials.

  1. Special Qualifications:

Certified Economic Developer (CEcD) credentials preferred.

  1. Work Environment:

Tasks require a variety of physical activities not generally involving muscular strain such as walking, standing, stooping, sitting, reaching, talking, hearing and seeing. Mental application utilizes memory for details, emotional stability and discriminating thinking and creative problem solving. Occasional travel required in course of performing portions of job functions.
