The Paiute Indian Tribe of Utah (Tribe) is seeking a dynamic and experienced Human Resources Manager to join our team. The Human Resources Manager will play a crucial role in overseeing all aspects of the human resources function within the Tribe. The main areas of responsibility include regulatory and policy compliance, policy development and administration, internal communications, performance evaluation management, classification, and compensation, staffing and recruitment, coordinating staff development, employee records management, manages the HRIS system, employee relations, employer relations, addressing broad and complex personnel issues, training, and organizational development, and administers the Tribe’s benefit plans.

RESPONSIBILITIES:

include, but are not limited to the following:

  1. Implement and integrate HR policies, procedures, services, and processes to meet the needs of the Tribe’s operations and align with the Tribe’s mission and goals.
  2. Serve as a source of information for management in the policy and procedural requirements pertaining to all phases of personnel actions.
  3. Provides Department Managers and Supervisors information and assistance regarding personnel rules, regulations, job description updates, policies, and procedures.
  4. Manages employee onboarding and orientation processes, ensuring new hires are integrated successfully into the Tribe. Ensure all new hire paperwork is completed per federal requirements.
  5. Problem-solve HR related issues pertaining to the Tribe.
  6. Maintains thorough knowledge of Tribal personnel policies and procedures manual and updates as needed to ensure compliance with applicable regulations.
  7. Performs assessments to identify training needs and develops training plans aligned with organizational needs.
  8. Maintain strict confidentiality of all sensitive personnel documentation and information.
  9. Manages the HRIS system to store and process HR information and ensure accurate integration with payroll.
  10. Responsible for ensuring compliance with Tribal personnel policies, Indian Preference, Affirmative Action, Equal Employment Opportunity, and other applicable laws.
  11. Implement and ensure compliance with legal regulations for the background check policies according to the Public Law 101-630. Overseeing the execution and safeguarding sensitive information, and completion of full adjudications for all employees, interns, and volunteers of the Tribe.
  12. Administer employee compensation and benefits programs, ensuring competitive and equitable compensation and providing guidance on employee benefits. This includes the classification of positions, pay policies, and periodic compensation studies, and developing compensation strategies.
  13. Address and investigate internal employee relations issues, such as harassment allegations, work complaints, or other employee concerns as needed.
  14. Assists supervisors with complaints or minor grievances regarding employment related matters as requested.
  15. Process employee paperwork, Disciplinary Documentation, and Termination Paperwork.
  16. Prepare and maintain employment records and personnel files, excluding Tribal Council Members.
  17. Develops and manages job announcements, job posting, and recruitment of all open positions.
  18. Incorporates Gap Analysis process into the recruitment/selection function.
  19. Assists the billing department with the initial and annual credentialing process and participates in the credentialing workgroup.
  20. Ensures the Tribe’s alcohol/drug screen testing and background check policies and procedures are adhered to.
  21. Serves as a liaison for the Employee Assistance Program (EAP) for the Tribal Employees.
  22. Responsible for monthly, quarterly, and yearly reports, along with the annual department budget.
  23. Manage controls for timely completion of performance appraisals and end of probation reviews.
  24. Implement performance management systems to evaluate employee performance and facilitate performance improvement plans when needed.
  25. Coordinate exit interviews to ensure necessary employment termination paperwork is completed.
  26. Coordinates with Management to create and maintain MedTrainer training for staff.
  27. Demonstrate time management and focus on accuracy and timely completion of assigned tasks.
  28. Held accountable, to the highest degree, for the accuracy and thoroughness of departmental records and reports.
  29. Conduct regular audits and reviews to ensure compliance with HR policies, procedures, and legal requirements.
  30. Conduct internal monthly trainings on various policies & procedures.
  31. Support other team members and participate in special projects, as required.
  32. Stay updated on industry trends and best practices in HR and recommend enhancements to HR programs and policies.
  33. Must travel as needed.
  34. Other duties as assigned to support the efficient operation of the Tribe.

Necessary Knowledge, Skills, & Abilities:

  • Thorough knowledge of federal, state, and tribal employment laws and regulations.
  • Knowledge of the rules, regulations and procedures used to accomplish various personnel functions including classification, staffing, employee benefits, employee relations and employee development.
  • Strong problem-solving and decision-making abilities.
  • Ability to handle confidential and sensitive information with discretion and professionalism.
  • Ability to establish and maintain effective working relationships with all levels of the organization and community.
  • Ability to manage and perform with a high degree of autonomy, organization, and adaptability.
  • Must be able to demonstrate respect for and awareness of Native American customs, traditions, and socioeconomic needs.
  • Must have excellent oral and written communication skills, including public speaking with large and small groups of different managerial, socioeconomic, cultural, ethnic, and educational backgrounds.

WORK SCHEDULE:

Monday - Friday

8:00 AM - 5:00 PM

1-hour lunch break (unpaid)

Requirements

General Requirements:

  • Must be insurable through the Tribe’s vehicle insurance.
  • Must pass a criminal and fingerprint background check according to P.L. 101-630 standards.
  • Must be able to pass an alcohol/drug screening.

Education & Experience:

  • Bachelor’s degree in human resources, business administration, or a related field from an accredited college or university.
  • Three (3) to five (5) years' experience working in Human Resources.
  • Two (2) years’ experience of office work required.
  • Preferred one (1) year experience in recruiting in a health care setting.
  • Preferred one (1) year experience in managing Human Resources in a Tribal environment.
  • Preferred one (1) year experience working with a Tribal Government or Tribal Organization.

License & Certification:

  • Must possess, maintain, and provide proof of a valid Driver’s License required.
  • Must obtain and provide proof of a valid Tribal Human Resource Professional (THRP) certification within one (1) year of hire date and maintain thereafter required.
  • Must obtain and provide proof of a valid Professional Human Resource certification (SHRM-CP or PHR) within one (1) year of hire date and maintain thereafter required.
