Direct Care Manager of Juvenile Services
Performs difficult responsible professional and routine administrative work assisting in the services operation of a youth group home and secure detention facility by performing the following duties.

Position Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES
Oversees and/or assists with the certification and license process for both the Lynchburg Youth Group Home (LYGH) and the Lynchburg Regional Juvenile Detention Center (LRJDC), correcting any areas of deficit that may negatively impact licensure;
Interprets state and local policies and procedures to ensure compliance and application of all procedures for the LYGH and LRJDC;
Monitors the compliance to standards, and as necessary makes recommendations to ensure continued compliance;
• Serves as the liaison for the complex, ensuring effective communication is maintained between the complex and the Virginia Department of Juvenile Justice;
• Develops, implements, maintains, and revises policies and procedures as they relate to programs and services within the Division of Juvenile Services while ensuring compliance with local and state policy;
• Coordinates, complex and staffing tasks, to include but not limited to fire drills, PREA compliance, and staff training requirements;
• Develops, arranges, and ensures completion of staff training requirements;
• Serves as PREA Coordinator for the complex, ensuring compliance with PREA standards, and promptly address any reports received in a timely manner;
•  Act as the point of contact for volunteer opportunities to ensure completion of background checks, coordinates volunteer training opportunities, and ensures compliance with local and state policies;
• Other duties as assigned.

ADDITIONAL DUTIES
• Other duties to provide direct or indirect service to the citizens may be assigned.
• When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.

SUPERVISORY RESPONSIBILITIES
Directly supervises Group Home Youth Worker staff.  Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. 

Minimum Qualifications

EDUCATION AND EXPERIENCE
Bachelor's degree (B. A.) from four-year college or university in social work, psychology, counseling or a related field, and considerable related experience providing a knowledge of the operations of a juvenile detention facility, or any equivalent combination of education and experience. 

Other Qualifications

Possession of Driver's License issued by Commonwealth of Virginia and acceptable driving record according to City criteria.  
Prior to employment must have Criminal Record Check and reference checks, driving record check completed, and Child Protective Services check initiated.  
Prior to onset of employment must have tuberculin and drug screen as part of physical examination.
Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
