The Finance Department: The City of Jacksonville Finance Department, located at City Hall in downtown Jacksonville, is a service department that provides cash and asset management, accounts payable and purchasing, customer billing and collections, contract review and grant monitoring, and budgeting services.
General Description: The City of Jacksonville is looking for an Accounting Technician to perform basic technical work in the preparation and maintenance of complex financial records; does related work as required. Work is performed under the immediate supervision of the Deputy Finance Director.
The salary posted is the full salary range for this position. The starting salary is expected to be in the range of $50,028.58 - $65,037.02 depending on qualifications.
Position Duties
Reconciling sub-ledgers; preparing journal entries; maintaining records and files; preparing reports. (These are intended only as illustrations of the various types of work performed. - Assists with the planning, preparation and implementation of procedures for developing the annual budget; produces budget preparation instruction manual and calendar and revises forms and procedures as needed.
- Assists in providing annual budget training to City departments and finance staff; ensures the proper completion and submission of budget documents, justifications and supplemental requests.
- Serves as budget liaison to departments; advises and assists departments in the preparation of budget requests, compiles requests for review by management; revises request to produce the recommended budget and attends budget meetings.
- Assists in preparation of budget allocations to other departments for Information Technology Services and Video/Media Services Internal Service Funds; enters allocations into departmental budgets.
- Recommends changes in the budget document’s format; compiles information received from the budget liaisons, departments and finance staff; submits budget documents to Council; updates documents based on Council’s decisions.
- Monitors assigned department’s budget throughout the year; ensures compliance with established policies and procedures.
- Assists in preparation of general fund statements, financial statement notes and the statistical sections of the Comprehensive Annual Financial Report; solicits and compiles input for the Letter of Transmittal; reviews for accuracy; reviews Comprehensive Annual Financial Report statements and ensures accuracy and completeness.
- Consolidates financial audit information and prepares the Comprehensive Annual Financial Report for submission to the independent auditor, Council, financial institutions, bonding and rating agencies and the general public.
- Assists with coordination of monitoring and reporting of financial measures; assists staff with the performance measurement process; monitors, tracks, compiles data and produces reports as required.
- Maintains the department web page; ensures financial information is made available in a timely manner.
- Maintains insurance for City assets and fixed assets records.
- Assists and responds to inquiries from the general public as necessary.
- Performs related tasks as required.
Minimum Qualifications
A combination of education and experience equivalent to graduation from an accredited college or university with course work in accounting and 2 years experience in accounting.
Other Qualifications
General knowledge of the theory, principles, methods and practices of accounting; general knowledge of the laws, ordinances and regulations governing financial matters; thorough knowledge of modern office methods, practices and equipment; ability to solve problems within scope of responsibility; ability to establish and maintain effective working relationships with others; ability to express technical ideas effectively, orally and in writing. Strong skills in Microsoft Office Suite and Adobe; strong writing skills.
