Job Description:Position Summary
The Acquisition Program Analyst – Senior provides high-level program management, analytical, and subject matter expertise in support of the Department of the Air Force (DAF) and Department of Defense (DoD). The analyst develops, coordinates, and delivers technical studies, Science and Technology (S&T) reviews, quarterly board meetings, and other strategic initiatives. This role requires exceptional communication skills, a deep understanding of DAF and DoD organizational constructs, and the ability to work directly with senior government executives. The incumbent must demonstrate the ability to manage sensitive and classified information, support strategic decision-making, and ensure compliance with federal policies and protocols.
Key Responsibilities
Draft, edit, and prepare briefings, papers, reports, descriptive summaries, responses to official inquiries, and meeting minutes for Major Command (MAJCOM), Field Command (FIELDCOM), Air Staff, Space Staff, and senior DAF and DoD organizations.
Research, analyze, and report on S&T trends, studies, and resources that may affect the Scientific Advisory Board (SAB) and related efforts.
Develop and maintain study master schedules, including key meetings, deliverables, out brief dates, and study personnel coordination.
Plan, organize, and execute meetings, out briefs, S&T reviews, and quarterly board meetings, including logistics such as hotel reservations, transportation, and group meals.
Provide executive-level administrative and technical support to SAB studies and reviews.
Manage classified information, ensuring proper marking, labeling, securing, filing, and storage using government-approved IT systems.
Draft reports and material to support Federal Advisory Committee Act (FACA) compliance.
Support submission, transfer, and tracking of personnel security clearances.
Assist with IT setup and troubleshooting for events (computers, projectors, networks).
Track and report on Suggestion Program, Freedom of Information Act (FOIA), and Mandatory Declassification Review cases.
Propose, maintain, and report on S&T-related travel budgets; process vouchers in the Defense Travel System (DTS).
Collect, evaluate, and digitally organize files, reports, and technical documents using Microsoft Office programs.
Provide editing, writing, and publication support for official documents and reports.
Coordinate executive officer support and ensure smooth execution of analyst-related functions.
Subject Matter Expert Functions
Serve as a subject matter expert (SME) on acquisition program analysis, project management, and S&T studies.
Provide technical insight into OSD/DAF scientific and programmatic studies, including those conducted by the Defense Science Board (DSB), Nuclear Regulatory Committee (NRC), and Air Force Studies and Analysis Agency (AFSAA).
Recommend improvements to SAB studies, S&T reviews, and board meetings through independent research and analysis.
Advise senior leaders on organizational or process issues and propose effective solutions.
Deliver well-researched recommendations on emerging S&T challenges and opportunities that impact national defense priorities.
Required Qualifications
Must possess an Active TS/SCI clearance.
Bachelor’s degree in a relevant field (e.g., Public Policy, Engineering, Science, or related discipline).
Minimum of 10 years of relevant experience in acquisition, program management, or defense-related research analysis.
Demonstrated experience working with senior government executives and knowledge of DoD/DAF organizational structures and protocols.
Expertise in handling, securing, and maintaining classified information.
Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and government IT systems.
Strong written and verbal communication skills with demonstrated experience drafting technical and policy documents.
Preferred Skills
Advanced degree in a related field (e.g., MBA, MPA, Engineering, or Science discipline).
Project Management Professional (PMP) certification.
Prior military, defense, or government service experience.
Familiarity with the Defense Travel System (DTS).
Demonstrated ability to research, analyze, and interpret complex S&T issues.
Experience coordinating large-scale events, including logistics and technical support.
Ability to multi-task and operate effectively in a high-visibility, fast-paced environment.
