Team Leader, Capacity Building for Green Economy in Uzbekistan (Anticipated)

Position Title: Team Leader, Capacity Building for Green Economy in Uzbekistan (Anticipated)

Project/Team: GIZ � Capacity Building of the Ministry of Economy and Centre of Green Economy Projects

Location: Tashkent, Uzbekistan with some remote work

Employment Type: Consultant (Anticipated)

Number of Vacancies: 1

Period of Performance: October 2025 � March 2027 (60 work days; 45 in Uzbekistan, 15 remote)

Note: This position has not yet been funded. We are currently soliciting resumes from interested candidates in anticipation of contract award.

Background
The Government of Uzbekistan has set ambitious goals for transitioning to a green economy under its Green Economy Strategy 2030 and Industrial Development Strategy 2030. With support from the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ, this project strengthens the institutional capacity of the Ministry of Economy and Finance (MEF), the Centre of Green Economy Projects (CGEP), the National Energy Efficiency Agency, and other stakeholders. The initiative focuses on strategic development of the CGEP, targeted training and capacity-building measures for MEF staff and fostering long-term partnerships to ensure sustainable implementation of Uzbekistan�s green economy agenda.

The Team Leader will guide advisory and training measures to promote strategic development of the CGEP, capacity building for MEF staff, and sustainable partnerships with national and international stakeholders.

Core Responsibilities

  • Overall responsibility for the contractor�s advisory packages, ensuring quality and timely delivery.

  • Design, implementation, and monitoring of capacity development measures.

  • Coordinate and maintain communication with GIZ, partners, and other stakeholders.

  • Manage personnel, including planning and steering assignments of short-term experts.

  • Provide regular reports in line with project deadlines.


Required Qualifications and Experience

Education:
Master�s degree in economics, environmental economics, energy economics, business studies, or related fields.

Experience:

  • Minimum 10 years of professional experience in the green economy, energy efficiency policy, carbon markets, or climate economics.

  • At least 5 years of experience designing tools and policies for carbon markets in two or more countries.

  • Strong understanding of regulatory frameworks and policy development in green economy transitioning, climate change mitigation, and climate finance.

  • Minimum 5 years of project leadership or management experience.

  • At least 2 years of work experience in Central Asia or Eastern Europe.Minimum 3 years of experience in development cooperation projects.

Language:

  • Operational proficiency in English (C1 level, CEFR).
