POSITION OVERVIEW

The Senior or Staff Engineer, Process Safety will be based in Houston, TX, and will be considered a subject matter expert in elements of process safety and risk management.  This role will be responsible for providing process safety subject matter expertise and program management across company assets. The Senior or Staff Engineer, Process Safety is responsible for supporting and providing guidance to LNG Operations & Maintenance, Pipeline Operations, and Engineering Teams to ensure programs and activities are conducted in compliance with all applicable regulatory requirements, permits, company policies and procedures.

 

RESPONSIBILITIES AND ESSENTIAL DUTIES

The Senior or Staff Engineer, Process Safety will primarily be responsible for design, implementation oversight, and continuous improvement of process safety and risk management systems and programs.

 

The Senior or Staff Engineer, Process Safety will: 

  • Serve as Cheniere’s primary technical expert for one or more areas of process safety, which may include building and facility siting, process hazard analysis, fire and gas detection, or other areas of process safety and risk management.  This role may include the development and maintenance of governance documents, oversight of studies at sites, conducting assurance activities, and serving as a primary advisor to senior HSE and Operations leadership on capital investments.

  • Serve as a senior contributor and subject matter expert in process safety that closely collaborates with our site process safety teams to align company and industry practices related to process safety topics, such as building and facility siting, process hazard analysis, fire and gas detection, incident investigation, technical safety, process safety engineering, and risk management. 

  • Develop and implement internal process safety standards and associated training programs.

  • Work closely with and advise our HSE compliance team on developing FERC, PHMSA and OSHA siting, process safety, engineering, and other regulatory standards, interacting with key regulators when required.

  • Lead and/or participate in the audit and functional verification of process safety and other HSE standards.

  • Review process safety incident and near miss data to identify key trends that can be leveraged in the development of continuous improvement programs. 

  • Facilitate and/or participate in incident investigations, supporting the identification of root and contributing causes and corrective actions to prevent reoccurrence.

  • Be responsible for maintaining process safety/safety engineering standards, procedures, and other key management systems within the Cheniere Integrated Management System (CIMS).

KNOWLEDGE AND SKILLS: 

 

Knowledge:

  • Knowledge and expertise associated with multiple of the following process safety elements: facility and building siting analysis, process hazard analysis and associated methodologies, fire and gas detection, and incident investigation, as well as process safety program management in alignment with industry standards and practices. 

  • Possess an understanding of complex, fixed facility process safety program development and execution.

  • Demonstrated process safety knowledge and experience in the gas processing, refining, petrochemical or LNG (or other cryogenic hydrocarbon liquids) processing.

  • Knowledge of applicable federal and state regulations pertaining to process safety.

 

Skills:

  • Possess a bias for action with a focus on delivering results through collaboration and teamwork.

  • Able to organize and manage multiple projects, activities and deliverables with consistent and timely completion.

  • Exceptional verbal and interpersonal communication skills with ability to appropriately convey complex information to various levels throughout the organization.

  • Exceptional written skills capable of simplifying complex regulatory and/or technical requirements so they can be easily understood by the end user (plant operator, process safety practitioner).

  • Excellent listening skills and ability to interpret needs from the organization and produce value through action.

  • Ability to establish and maintain strong professional relationships by building credibility through the demonstration of delivering quality results which meet the needs of the organization.

  • Demonstrate capability through the development and successful implementation of new or revised programs, systems, or processes.

  • Ability to conduct assurance activities associated with process safety management systems with a practical approach to findings, observations, and recommendations.

  • Demonstrated leadership.

  • Strong facilitation capability to manage strong and diverse opinions and create space for collaborative dialogue which results in aligned path forward.

  • Exceptional and innovative problem solving and analytical skills.

  • Strong regulatory interpretation and practical risk-based application skills.

  • Must maintain a Transportation Worker Identification Credential (TWIC) card in good standing.

 

EDUCATION AND EXPERIENCE 

Education, Training and Certifications: Bachelor’s degree in chemical engineering, Mechanical Engineering, or other engineering discipline. Additional education or professional certification, such as CCPS Certified Process Safety Professional (CCPSC) or master’s degree is valuable. Maintain valid certifications and training required to support job functions as applicable. 

 

Experience:

  • Ten (10+) years with process safety-related work associated with LNG, refining, hydrocarbon processing or petrochemical infrastructure facilities is required.

FREEDOM TO ACT

The Senior Staff Engineer, Process Safety has a high degree of aptitude in their field and requires minimal supervision.  This position will be empowered to recommend corrective actions or changes as needed and will document actions that may have violated company policy or laws and regulations pursuant to facility regulatory requirements, procedures, permits, or authorizations. Ability to multi-task and function in a highly dynamic atmosphere; must exercise discretion independently.

  • Job is performed in a typical office environment, but is subject to time pressures and constraints, and is also dependent on input from others

  • Often exposed to stressful situations. 

  • Subject to drug and alcohol testing, per applicable federal regulations or as required by Cheniere.
