Job Summary:
The Regional Chief Operations Officer (RCOO) serves as a key member of regional leadership directly responsible for the organization, direction, evaluation, and integration of patient/client care and clinical services. In collaboration with the Regional President, the RCOO has the authority and accountability for the delivery of services by assigned departments including support of community strategies designed to integrate care across the healthcare continuum.
Through collaboration with clinical, administrative, system, and physician leadership, strives for seamlessness and efficiency in delivering care. The RCOO contributes to the site, regional and corporate initiatives, by addressing complex problems that affect our patients/consumers and works to resolve with innovative solutions.
Essential Job Functions:
Function as a day-to-day operational leader in the region in which they serve.
Provide leadership, support, and organizational direction to assigned vice presidents, directors and managers in the region to achieve goals and objectives.
Oversee the functions and operations of delegated departments.
Responsible for developing professional relationships with leaders and staff that facilitate teamwork and delivery of quality services.
Provide key operational leadership in areas of practice delivery, program planning, revenue generation, operational analysis/improvements, financial analysis, problem resolution, personnel management, and performance improvement. Where appropriate, collaborate with other regional and centralized leadership for program development.
Establish metrics for assigned departments, as well as actionable productivity reports, putting practice parameters in place, and monitoring business outcomes associated with, but not limited to, documentation standards, productivity, caseload sizes, episodes of care length, duration of sessions, etc. Provide feedback reports to Regional and Administrative leadership.
Develop and achieve business goals that include establishing and maintaining quality and safety standards for areas of responsibility.
Serve as the regional leader in the absence of the Regional President.
Provide strategic leadership by working with Brightli C-Suite and respective market leadership to establish short-range and long-range goals, strategies, and tactical planning.
Anticipate and propose clinical programming ideas and direct resources in developing clinical programs to meet stakeholders’ expectations.
Ensure workflows are consistent and effective across the region through monitoring and collaboration with other regional leaders.
Facilitate appropriate levels of communication between regional leadership, mid-management, staff, community leaders, and other resources/stakeholders within the organization.
Develop and maintain operational relationships with corporate service departments and market leadership.
Assist with the achievement of the mission, vision, and values by studying short-range and long-range economic trends, internal and external markets, workforce, and patient/community experience.
Stay abreast of all applicable trends and regulatory changes, and assist regions in adopting new approaches to safeguard organizational compliance.
Complete all tasks on a timely basis. Perform all assigned duties. Prioritize and plan work activities, use time efficiently and develop realistic action plans.
Display willingness to make timely decisions and exhibit sound and accurate judgment. Identify and resolve problems in a timely manner and gather and analyze information skillfully.
Demonstrate and maintain a culture of trust, belonging, safety, fairness, and quality. Promote a positive work environment and culture in order to help attract, retain and foster high levels of staff satisfaction.
Help drive the successful attainment of established Key Performance Indicators (KPI) through evaluation of strategies utilized for effectiveness, and providing the tools and supports necessary for regional management to achieve results.
Develop external relationships to assist the organization in achieving its mission.
Develop practice management standards and tools in collaboration with centralized administrative leadership.
Provide significant assistance to the Regional President, Chief Operating Officer, and other Brightly Executive Team members.
Knowledge, Skills, and Abilities:

Able to communicate ideas clearly and effectively to produce clear and concise reports.
Proficient in common word processing, spreadsheet, database, and web-based applications.
Able to work with information in a confidential manner.
Experience and Education Qualifications:
Graduate from an accredited college or university with a Bachelor’s Degree (Master’s or Doctorate Preferred) in advanced clinical training in a Health and Human Services field; AND
Five (5) years of healthcare leadership knowledge of supporting systems and health plan operational process components. OR
Graduate from an accredited college or university with a Master’s in Business Administration (MBA) AND
Five (5) years of healthcare leadership knowledge of supporting systems and health plan operational process components.
Licensure preferred (LPC, LCSW, Psychologist).
Supervisory Requirements:
Communicate the strategic direction of the organization and encourage participation by all team members.
Provide leadership and guidance to all aspects of the department.
Take an active role in monitoring the identification, development, and execution of strategic objectives.
Involve, as appropriate, all team members to achieve goals.
Effectively communicate to team members any changes and newsworthy events within the department or company.
Handle difficult team member situations directly, using appropriate discretion and Human Resource advice to show respect for the individual
Champion change and effectively manage the implementation of new ideas.
Reinforces team approach throughout functions; support and solicit input from team members at all levels within the company.
Employment Requirements:
Successful completion of background check including criminal record, driving record, abuse/neglect and fingerprint check.
Completion of New Hire Orientation at the beginning of employment.
All training requirements including Relias at the beginning of employment and annually thereafter.
Current driver’s license, acceptable driving record and current auto insurance.
Physical Requirements:
ADA Consideration - Sedentary work: Exerting up to 10 pounds of force occasionally (exists up the 1/3 of the time) and/or a negligible amount of force frequently (exists 1/3 to 2/3 of the time) to lift, carry, push, or pull, or otherwise move objects, including the human body. Repetitive movements of hands, fingers, and arms for typing and/or writing during work shift.
Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
