Job Title: Senior Business Analyst – Digital Transformation
Location: Austin, TX (Hybrid: 3 days onsite – Mondays, Tuesdays, Thursdays; 2 days remote – Wednesdays, Fridays)
Duration: 11 months
Rate: $75/hr on W2 only

 
Position Overview
We are seeking an experienced Senior Business Analyst to support a large-scale digital transformation initiative focused on business process reengineering (BPR), modernization, and enterprise system alignment. This role requires a professional with deep experience in analyzing complex business processes, identifying improvement opportunities, and designing future-state workflows that align with organizational goals. The ideal candidate will have strong expertise in MITA (Medicaid Information Technology Architecture), process modeling, and stakeholder engagement. This position will involve working closely with cross-functional teams, IT, and leadership to ensure strategy and execution are tightly aligned.
 
Responsibilities
  • Lead digital transformation projects, driving business process redesign and large-scale modernization efforts.
  • Analyze current business operations to identify inefficiencies, bottlenecks, and pain points, then design optimized workflows.
  • Develop business architecture artifacts, including process models (BPMN), capability models, and value streams.
  • Collaborate with senior leadership, IT teams, and external partners to gather and validate requirements.
  • Translate strategic objectives and user needs into actionable business and functional specifications.
  • Serve as the bridge between business and IT teams, ensuring technical solutions align with business goals.
  • Facilitate workshops, interviews, and JAD sessions with stakeholders to gather input and validate requirements.
  • Prepare risk assessments, cost/benefit analyses, ROI studies, and solution options.
  • Support change management and adoption of redesigned business processes.
  • Provide expertise in enterprise architecture frameworks and digital transformation strategies.
 
Qualifications
  • 12+ years of progressive experience in business architecture or related roles, with emphasis on enterprise-level initiatives.
  • 12+ years leading or contributing to digital transformation and business process reengineering projects.
  • 12+ years hands-on expertise with MITA, including State Self-Assessments (SS-A).
  • 10+ years of experience in business modeling (BPMN, UML, ArchiMate) and enterprise architecture frameworks (e.g., TOGAF).
  • 10+ years of proven analytical, problem-solving, and communication skills.
  • 10+ years negotiating, facilitating, and resolving stakeholder conflicts.
  • 8+ years of experience collaborating with cross-functional teams on complex business and IT challenges.
  • Bachelor’s degree in Business Administration, Computer Science, Information Technology, or related field (Master’s preferred).
  • Strong preference for direct experience with HHS integrated eligibility systems (Medicaid, SNAP, TANF, CHIP).
  • Certifications such as CBAP, TOGAF, BPMN, Lean Six Sigma (Green/Black Belt) highly preferred.
  • Familiarity with Agile and SAFe methodologies.
