The San Diego County Water Authority is an independent public agency that serves as San Diego County's regional water wholesaler. The mission of the Water Authority is to provide a safe and reliable water supply to its 22 member agencies serving the region's $268 billion economy and 3.3 million residents.

The Water Authority is executing a long-term strategy to diversify the region's supplies, make major investments in the region's water delivery and storage system, and improve water use efficiency. Through dynamic leadership, thoughtful planning, and prudent fiscal policies, the Water Authority is cost effectively managing the region's water portfolio, while continuing to diversify supplies to enhance current and future reliability. 


The Operations & Maintenance Department
The Operations and Maintenance (O&M) Department is responsible for operating the Water Authority's aqueduct delivery system; ensuring facility security and emergency preparedness; and maintaining and managing the fleet and various other assets. Specifically, the department controls water deliveries to meet member agency demands; manages dam and reservoir operations; ensures water quality; oversees water treatment plant and power generation operations; maintains all vehicles and heavy equipment; provides electro-mechanical support; implements the Asset Management Program (AMP); complies with all applicable environmental regulations; and develops and manages computerized Supervisory Control and Data Acquisition (SCADA) and system maintenance programs.


The Rotating Equipment Maintenance Division
The Rotating Equipment Maintenance Division is responsible for the preventive, predictive, and corrective maintenance on the Water Authority aqueduct delivery system's pump stations and hydroelectric facilities. Preventive maintenance includes routine, planned, and scheduled work required to keep equipment and facilities in a reliable and standard operating condition and preserve and/or extend their service life. Predictive maintenance includes testing and analysis of equipment parameters as an indicator of required future maintenance. Corrective maintenance is performed to return equipment, infrastructure and facilities to their standard operating condition following a breakdown or failure. 


The Ideal Candidate
The ideal candidate will be a skilled journey-level technician with proven hands-on experience working on both electrical and mechanical systems in large-scale waterworks, power generation, or hydroelectric facilities. They will be adept at troubleshooting, repairing, and maintaining complex equipment—such as pumps, motors, generators, valves, and control systems—while following industry safety standards and procedures.

This individual is a self-starter who takes direction well, works effectively both independently and as part of a team, and has the flexibility to respond to emergency situations and 24-hour call-outs when needed. They bring a strong willingness to learn, pursue higher certifications, and stay current with evolving technologies and best practices.

Experience with medium-voltage electrical systems, switchgear maintenance, arc flash safety, vibration analysis, pump/motor alignment, sonic meter testing, and large valve operations is highly desirable. The candidate should also be comfortable interpreting blueprints, schematics, and technical manuals; operating diagnostic tools; and documenting work in a computerized maintenance management system.

The successful candidate must be comfortable using computer software applications such as Microsoft Word, Excel, and databases to search for information and prepare basic records.  The ideal candidate communicates clearly and logically, collaborates well with contractors and multiple work teams, and is committed to maintaining safe, reliable, and efficient operations.




Position Duties

Salary Information
Rotating Equipment Technician I: $43.52  - $58.53 per hour ($90,523.68 - $121,744.48 Annually)
Rotating Equipment Technician II: $53.03 - $71.32  per hour ($110,296.16 - $148,335.20 Annually)
This position may be filled at either level, depending on candidate qualifications.

The Rotating Equipment Technician I/II plays a key role in keeping the Water Authority’s generating and pumping facilities running safely and efficiently. This position is responsible for testing, installing, maintaining, and repairing a wide range of electrical and mechanical systems, plant control systems, and related equipment. Duties include performing preventive and corrective maintenance on pumps and motors, monitoring and control equipment, protection schemes, metering, and sensors, as well as troubleshooting issues to ensure reliable operations.

Distinguishing Characteristics
The Rotating Equipment Technician I is the entry-level class in the Rotating Equipment Technician series. Initially under direct supervision, incumbents learn and perform a variety of skilled, journey-level duties in the design, construction, installation, testing, calibration, maintenance and repair of electrical and mechanical equipment used in pump stations and hydroelectric plants such as protection schemes, monitoring and control equipment, metering, and sensors; medium and low voltage electrical and electronic circuits, motors, generators and transformers; electrical metering equipment; valve and pump motor controls; and other equipment, devices, systems and machinery used in a generating and pumping plant facilities. Incumbents are expected to work independently, performing journey-level duties in one of the classification's primary duty categories (electrical or mechanical maintenance and repair), and learn and perform the remaining class duty categories under the direction of the supervisor and other technicians.

The Rotating Equipment Technician II is the journey-level class in the Rotating Equipment Technician series. Under general supervision, incumbents perform the full range of assigned duties in all of the primary duty categories. This class differs from the lower-level class in the skill level required and the complexity of assigned projects based on knowledge of the Water Authority's equipment, systems, standards and procedures. This class is distinguished from the Senior Rotating Equipment Technician in that the latter is the advanced journey-level class in the series responsible for performing the more difficult and complex assignments in the section's primary duty categories as well as responsibility for training other section personnel. Assignments vary, encompass a variety of tasks, seldom require detailed instructions, and require sound judgment and initiative.

Representative Duties
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the class.
  • Assists with and learns to perform the testing, maintenance, and repair of all components of electrical and mechanical systems including pressure transducers and transmitters, accelerometers, instrument records, potentiometers, temperature devices, supervisory control equipment, bridge circuits, solenoid valves, and other electrical or mechanical devices and protective devices.
  • Assists and learns to test, adjust, calibrate, modify, analyze, operate, and correct malfunctions in pressure, temperature, flow, vibration, speed, level measuring, monitoring and control systems, which include pneumatic controllers, flow integrators, sensors, indicators, regulators, transmitters, gauges, valves, and alarms.
  • Conducts pre-job hazard identification, assessment, and control; operates and reads a variety of test instruments; records and summarizes test data.
  • Assists with and learns to perform preventive, corrective and predictive maintenance; assists in installing and testing existing and replacement systems and equipment; verifies equipment malfunction; learns to troubleshoot, repair, and foresee areas of possible future failures.
  • Assists in performing Program Logic Controls (PLC) troubleshooting using applicable programming languages.
  • Assists with and learns to locate equipment or device failures in order to repair or replace defective components in response to trouble calls; assists and learns to troubleshoot excitation/voltage regulator equipment, vibration equipment, circuit breakers, governors, insulation tests, trip and alarm tests, and hydraulic systems.
  • Performs tests on  systems in the field, including running diagnostics  to evaluate their operation; perform testing on power supplies for proper voltage output, current, and low ripple content.
  • Maintains a variety of reports and documentation related to areas of work.
  • Assists with equipment predictive maintenance utilizing thermography, oil analysis, vibration analysis and ultrasound tools.

Electrical Systems Installation, Maintenance and Repair:
  • Assists in installing, repairing, operating and maintaining electrical equipment in generating and pumping plant facilities; tests, troubleshoots, repairs and performs preventive maintenance on a variety of direct current (DC) systems, low and medium voltage industrial electrical systems, components, motors and machinery; rebuilds equipment.
  • Assists in installing, repairing, and maintaining wiring circuits for electrical equipment, motors, and control devices; repairs and replaces defective electrical parts in motors, hydroelectric generators, large transformers, oil circuit breakers, storage batteries, controllers, conductors, switches and other industrial electrical devices or equipment; makes additions, extensions and modifications in electrical systems; installs, maintains and repairs electromechanical, electronic and electrical components of equipment and machinery, including transformers, exciters, generators and pneumatic and hydraulic devices.
  • Assists in performing preventive maintenance and repair of plant, field, office and shop electrical systems, components, devices and equipment, including hydroelectric generators, pumps, valve actuators and motors.
  • Assists in disconnecting energy sources, applies simple lockout/tagout procedures to block energy sources; reconnects and operates equipment for maintenance purposes.
  • Assists in installing conduits, wires, pull boxes, switchboards, controllers and switches required in making additions, extensions or alterations in electrical systems; installs motors, controls, transformers, exciters and generators.
  • Assists in modifying, altering and installing motor control equipment circuits, planning, laying out and wiring the work; reads and interprets blueprints, schematics and wiring diagrams; upon completion, documents modifications made to the system.

Mechanical Systems Installation, Maintenance and Repair:
  • Assists in installing, repairing, operating and maintaining mechanical equipment in generating or pumping plants; tests, troubleshoots, repairs and performs preventive maintenance on a variety of mechanical systems, components, motors and machinery; rebuilds equipment.
  • Assists in maintaining, repairing, disassembling, and assembling mechanical equipment such as piping systems, gear boxes, drive mechanisms, pumps, compressors, hydraulic power and pressure units, refrigeration and air conditioning systems, valves, gates, turbines, motors, and generators.
  • Assists in metal fabrication utilizing several welding, cutting, forming, and machining processes and equipment/tools. 
  • Assists in testing, adjusting, servicing, and maintaining various mechanical meters and gates used in measuring capacity, flow, pressure, temperature, and velocity of liquids and/or gases.
  • Inspects and assists in troubleshooting new mechanical systems and installations.

Other Duties
  • Assists in requisitioning necessary material, equipment and supplies.
  • Enters accurate information in computerized maintenance management system and performs timesheet data entry.
  • Responds to emergency situations as necessary.
  • Provides specialized assistance and support to other sections, divisions and departments.
  • Under supervision, may perform system operations duties as required.
  • Performs related duties as required.

Working Hours and Schedule: Employees assigned to work at the Escondido office work a 4/10 schedule, Monday – Thursday, during normal business hours. Normal business hours are 6:00 a.m. to 4:30 p.m. Employees in this classification are subject to a 24-hour call out. 

Minimum Qualifications

The qualification guidelines generally describe the knowledge and ability required to enter the job in order to successfully perform the assigned duties. Any combination of experience and training that would provide the required knowledge, skills and abilities will be considered.

Rotating Equipment Technician I: Equivalent to the completion of the twelfth grade supplemented by two years of experience in the testing, installation, maintenance and repair of electrical and mechanical equipment and devices common to a large water works or closely related system such as power generation and hydroelectric. 

A valid State of California Water Distribution Certificate D-1 is desirable.
 
Rotating Equipment Technician II: Equivalent to the completion of the twelfth grade supplemented by three years of experience in the testing, installation, maintenance and repair of complex electrical and mechanical equipment and devices common to a large water works or closely related system such as power generation and hydroelectric; with at least one year equivalent to the Rotating Equipment Technician I position.

A valid State of California Water Distribution Operator Certificate D-2 is required. Possession of a Telescopic Boom Crane Certification is desirable. 

Licenses and Other Requirements
  • Driver's License & Insurability: A valid California driver's license and the ability to maintain insurability under the Water Authority's Vehicle Insurance Policy.
  • Mandatory Physical & Drug Test: The applicants selected will be given a contingent offer of employment pending the outcome of a post-offer physical and drug test.
  • 24-Hour Call Out: Employees in this classification are subject to 24-hour call out
