King County’s Department of Local Services (DLS) is seeking a skilled Project/Program Manager III to join the Project Delivery Office (PDO) within the Engineering Section of the Roads Division Capital Program. 

The PDO’s mission is to support the successful delivery of the Capital Improvement Program (CIP) portfolio within scope, schedule and budget while fostering a culture of collaboration, engagement, and recognition.   This role provides critical support to project managers and project teams, helping the PDO achieve its core objectives:

    • Deliver regular, data-driven monitoring and reporting for Roads capital portfolio.
    • Strengthen communication and collaboration across work units and project teams.
    • Develop and refine standard processes to improve efficiency using Lean management strategies.
    • Promote equity by ensuring inclusive support across the division.

This position reports directly to the PDO Program Manager (PPM IV) and is ideal for someone who is a proactive, detail-oriented professional who thrives in a collaborative environment and enjoys supporting a diverse portfolio of assignments that contribute to the success of the Roads Division Capital Program.

Position Duties

Capital Portfolio Management

  • Monitor, update and report on Roads CIP Portfolio performance to support project delivery within scope, schedule and budget.
  • Track and communicate schedule risks and critical path progress, providing leadership with timely, actionable insights
  • Collaborate with project teams to ensure sustainable practices are integrated into projects in compliance with King County’s Green Building Ordinance.
  • Support project planning, coordination, and compliance.

Data Analysis, Reporting and Continuous Improvement

  • Develop and maintain data-driven reports, dashboards, and performance metrics that clearly communicate program status.
  • Lead the CIP Lessons Learned program, ensuring results inform future planning and standard processes, while proactively developing innovative ideas to improve the program for long term impact.
  • Initiate and collaborate on development and implementation of standard processes and innovative Lean based improvements.
  • Present information in engaging and audience appropriate formats to support informed decision making.

Collaboration, Communication, and Leadership

  • Create materials and facilitate Project Management Work Sessions that support knowledge sharing and cross-unit collaboration.
  • Support effective communication across teams by fostering open dialogue, addressing conflicts constructively, and guiding teams toward collaborative solutions.
  • Manage future Roads Summer Internship Programs, overseeing program development, mentorship, and professional growth opportunities for participants.
  • Prioritize and balance competing assignments, ensuring consistent and timely support for project teams and management.
  • Contribute to the overall mission and objectives of the Project Delivery Office by performing additional duties as needed.

Minimum Qualifications

  • Bachelor’s degree OR any combination of experience and education that demonstrates the ability and skills to perform the duties of this position.
  • Experience supporting infrastructure (bridge, drainage, roadway) capital projects and programs, with an understanding of processes and requirements needed to deliver them within scope, schedule, and budget.
  • Experience with King County processes related to capital projects (e.g., permitting, grants, property acquisition, contracts, budgets, and green building reporting) to assist project teams with reporting and project delivery. 
  • Familiarity with project management principles and practices, with the ability to apply them effectively in support of project managers.
  • Experience analyzing data and creating dashboards and other visualization tools that monitor performance, highlight risks, and inform decision making.
  • Experience developing and implementing standard processes and Lean based improvements that enhance efficiency and drive organizational learning. 
  • Proficiency with Microsoft Office products and other related tools to support efficient communication, reporting, and collaboration.
  • Ability to manage shifting priorities and deadlines, while maintaining accuracy, professionalism, and responsiveness.
  • Ability to deliver presentations and facilitate discussions that clearly convey complex information appropriate for the audience.
  • Ability to work in a collaborative and consultative work style, fostering effective relationships with colleagues, leadership, and external partners to achieve shared goals.
  • Ability to identify and resolve conflicts constructively, promoting trust and strengthening partnerships.
  • Ability to work effectively with individuals from diverse backgrounds, positions, and cultures, promoting an inclusive and respectful work environment.

Additional Requirements:

  • Valid Washington Driver's License;

Desired Requirements:

  • Experience managing an intern cohort, creating opportunities for professional growth and contributing to workforce development.
  • Proficiency with PRISM, SharePoint and Power BI

WORK SCHEDULE:
The work week is normally Monday through Friday, 8.00 a.m. to 5:00 p.m., and adjustments to the schedule may be discussed with your supervisor.  This position is Exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime pay.


EMERGENCY DESIGNATION STATUS:
This position has been designated Non-Mission Critical - Employees who staff county functions or services that may be delayed, suspended, or diverted in an emergency while essential functions are prioritized Mission Critical.

Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. REMOTE AND ONSITE WORK:

The work associated with this position will be performed through a combination of remote and onsite work. The successful candidate may be expected to report to the office for onsite work typically 2 times per week. The frequency of onsite work may vary based on business or operational needs and be adjusted accordingly. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, WA 98104. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
