Responsibilities:

Noblis ESI is seeking an experienced Program Manager/Systems Engineering Lead to support our government client on-site in Chantilly, VA. 

 

Job Responsibilities: 

  • Provide Systems Engineering Technical Assistance to the PM/COTR.
  • Serve as the primary liaison for all contract-related matters. 
  • Manage all activities outlined in the Statement of Work (SOW) and ensure timely delivery of all associated CDRLs.
  • Lead the Noblis ESI Directorate Systems Engineering team, providing management support and strategic guidance to the directorate front office. 
  • Drive the execution of systems engineering processes including - configuration, risk, schedule, architecture, and lifecycle readiness management to integrate directorate programs within the broader organization and National Security Space Enterprise. 
  • Manage and mentor a team of approximately 3 to 5 employees, providing guidance on daily operations, professional development, and execution of project objectives to ensure team performance and mission success. 
Required Qualifications:
  • Active Top Secret/SCI clearance with Counterintelligence (CI) Polygraph. 
  • US Citizenship is required. 
  • Bachelor's degree in Computer Science, Engineering discipline, or related field with 10 years of relevant experience, OR a Master's degree or MBA in Computer Science, Engineering discipline, or related field with 8 years of relevant experience. 
  • Minimum of 5 years of experience supporting NRO programs and managing space system development projects of similar size and scope. 
  • Extensive knowledge of NRO systems engineering processes to include verification and validation across electro-optical, RADAR, SIGINT, communications, and ground support systems as well as software development for mission management and mission processing segments. 
  • Experience supporting acquisition and systems engineering processes for major IC (ICD 801/MSAs) and/or DoD (DoD 5000/ACAT I) acquisition programs. 
  • Ability to work independently with minimal supervision and perform other duties as assigned. 
  • Possess excellent writing and verbal communication skills as well as the ability to manage multiple customer requests simultaneously. 
Desired Qualifications:
  • Understanding of DoD and IC tactics, techniques, and procedures including CONOPS, architecture, and environments. 
  • Familiarity with the IC and NRO enterprise architecture, DoD space architecture, and translation of Statement of Capabilities and Enterprise Capability Document line items to CONOPs and architectures. 
  • Experience working on Joint programs and familiarity with the inter-government organization coordination. 
  • Experience managing large program integration efforts, including early identification of challenge points and development of mitigation plans to resolve them. 
  • Experience working in complicated security environments. 
  • Experience developing, editing, and updating system architecture and CONOPs documentation as a system mission model refines. 
  • Thorough understanding of requirements development and the process of generating system and segment requirements from high level architecture and system CONOPs documentation. 
  • Experience generating Technical Performance Measures and test cases to assess them. 
  • Experience generating and codifying inter-segment and inter-system interface requirements for major space mission systems.
  • Experience developing test cases that trace from segment requirements, allow overall system sell-off activities during post-integration testing activities. 
  • Experience executing risk management and configuration management processes for space development projects. 
  • Advanced skills in writing, reviewing, and editing of technical and process plan documentation, statements of work (SOWs), white papers, and other technical and programmatic documents. 
  • Excellent interpersonal skills and the ability to summarize and brief senior-level Government leaders, civilians, and military officers. 
  • Ability to build and represent technical briefings and reports with specific knowledge of SIGINT, GEOINT, MASINT, and Multi-INT, OPIR, and space systems operations.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
