The Commissioner of the Revenue is one of Loudoun's five elected constitutional officers. Our mission is to serve citizens and the business community by administering tax programs mandated by the Code of Virginia and local ordinance in a manner that is efficient, fair, equitable, and thorough, while protecting the confidential personal and business information entrusted to the office.
Position Duties
The Office of the Commissioner of the Revenue is seeking qualified candidates for a Senior Systems Analyst within the Information Technology Division. The Systems Analyst will support the design of new IT solutions; modify, enhance, or adapt existing systems; assist users on change control and system updates; provide training and manuals to users; support internal operations, budget management, and project planning; support existing products and services by acting as an agent for problem and operational issue resolution; and establish and maintain a variety of file systems, all with the aim of improving business efficiency and productivity. The successful candidate will have experience analyzing existing systems and business models, mapping and documenting interfaces between new and legacy systems; identifying options for potential solutions and assessing them for both technical and business suitability; conducting requirements analysis and preparing proposals for modifying or replacing systems. This position will work closely with colleagues, developers, testers and a variety of end users to ensure technical compatibility and user satisfaction across Loudoun County’s tax assessment and commercial mass appraisal (CAMA) systems.
Hiring salary will be commensurate with experience.
Minimum Qualifications
Requires any combination of education and experience equivalent to a Bachelor’s Degree in Computer Science, Management Information Systems or related field and three (3) years of previous IT experience. Familiarity with Virginia local tax structure and computer automated mass appraisal systems preferred.
Also requires the ability to communicate effectively both orally and in writing to explain technical concepts in non-technical terms to individuals and groups; research and resolve inquiries; demonstrate initiative; and work independently with minimum supervision. Must be oriented towards the big picture and have a clear understanding of the entire software development life cycle. Previous experience with PCI/Catalis, iasWorld, Oracle, or SQL in the financial, construction, or appraisal industries is preferred.

Employment is contingent upon successful completion of criminal background, DMV, and credit checks. Employees are prohibited from participating in any outside activity which may be deemed a conflict of interest by the Commissioner of the Revenue.
