Typical Duties and Responsibilities:

    Issuing Authority for Lockout/Tagout (Hazardous Energy), Excavation/Trenching, and Ground Penetration permits for UCOR Nuclear Operations; Including generation and closure of permits

    Participate in daily schedule meetings to ensure Issuing Authority resources are appropriately allocated

    Coordinate personnel to participate in specific permit application activities, including initial walkdowns and coordination of work during off-hours and off-shift

    Provide interface between UCOR and other prime contractors on the ORNL footprint

    Support assignment and maintaining Lockout/Tagout Lock Logs

    Support subject matter experts and competent person duties for Lockout/Tagout, Excavations, Trenching, Ground Penetrations

    Support coordination and installation of labeling for UCOR Nuclear Operations

    Provides day-to-day support to projects and operations to ensure; 1) compliance with policies, requirements, and procedures and; 2) objectives are met or exceeded

    Recommends policy changes and develops implementation plans, as necessary

    Interfaces with management to develop and respond to external assessments and audits

    Participates in conducting assessments, as requested

    Conducts surveillance and compliance inspections, as assigned

    Compiles and analyze data for reports

    Develops and prepare reports, and provides presentation of findings

    Develops and maintains internal Performance Metrics charts and reports 

    Supports regulatory agency and DOE interactions

    Prepares or supports preparation and implementation of permits and approvals

    Maintains flexibility to change and promote and/or support Continuous Process Improvement (CPI) activities

    Participate in causal analysis and root cause analysis, as needed

    Provide event critique and investigations services, in support of project work 

    Conducts constructive and compliant event investigations, improve by obtaining feedback from participants and peer reviews, prior to issuing mandatory reports

    Ensure accurate recordkeeping—maintain records in accordance with applicable Records Inventory and Disposition Schedules (RIDS)

    May write procedures, based on information supplied by others

    Supports initiation of permits and work requests, identify adverse cost/schedule trends, monitor progress, and write letters of instruction

    Act as technical/interpretative authority on applicable procedures, and ensure accuracy and timely development and revision

    Familiar with established policies, methods, and practices of the Company

    Maintains knowledge of safety policies and procedures and performs assigned duties in a safe manner, and, if supervising others, has responsibility for the safety of those being supervised; and ensures they comply with established safety policies and procedures and practice safe work habits

    Completes work assignments with a high level of personal accountability, teamwork, initiative, and quality

    Familiar with established policies, methods, and practices of the Company

    Performs other tasks, as assigned


Grade 24:

Education:  Bachelor’s or demonstrated equivalent combination of education and experience

Experience:  8+ years of relevant experience required


Grade 25: 

Education:  Bachelor’s or demonstrated equivalent combination of education and experience

Experience:  10+ years of relevant experience required 


Grade 26:

Education:  Bachelor’s or demonstrated equivalent combination of education and experience

Experience:  12+ years of relevant experience required 


Level Specific Responsibilities:  Under general management direction, is responsible for providing complex technical support to management by providing advice on various programs, processes and projects.  May manage a major phase or component of program or project.  Provides services and oversight to projects and operations, coordinates projects and operations regulatory interactions, and sets overall strategies, policies, procedures, and standards.  Act as Subject Matter Expert as needed and appropriate.  Investigates, analyzes, and determines solutions to problems; provides guidance to co-workers and management, regarding specific applications.  Presents and recommends technical solutions to policy level issues.  Ensures projects and operations achieve compliance and stewardship.
