II.      Job Summary:

 

The Greater MN HIV Housing Resource Manager will lead and manage two grant funded programs in Greater MN centered around housing for people living with HIV; 

  1. Capacity Building for future housing programs in southern MN
  2. Bridge to Stability, a Short-Term Rent, Mortgage, and Utility (STRMU) assistance program;

 

This position will serve people living with HIV in need of short-term assistance to retain their housing, along with developing new housing opportunities for people impacted by HIV in southern MN. The position will require a motivated, self-driven person to lead, to manage, and to develop programs. Future program operations and housing opportunities in Greater MN will depend on the success of this role. Regular travel throughout the state is required, primarily in southern Minnesota. 

 

The Greater MN Housing Resource Manager will work closely with agency leadership, program and advocacy staff, and administration. Externally, they will be the primary face of the agency with a wide range of community stakeholders.

 

This is a full-time exempt position at 40 hours per week. The salary range is $56,000 - $60,000 annually. Benefits include mileage reimbursement, Medical, Dental, Vision, 4% match of 403(b) retirement fund, four weeks of Paid Time Off in year one, and more. 

 

III.     Core Job Functions – Duties and Responsibilities:

 

Capacity Building in southern Minnesota (65% of time)

 

Build and Maintain Provider Network 

 

  • Investigate and conduct outreach to a wide variety of housing and advocacy groups doing work in southern Minnesota with a focus on serving people who are unstably housed and/or living with HIV. Specifically collaborate with providers such as housing and homelessness organizations, mental and physical health organizations, LGBTQ+ groups, faith groups, immigrant groups and organizations, Black and Indigenous groups, and communities at higher risk for HIV transmission.
  • Formally identify specific partnerships to advance future housing initiatives for people living with or impacted by HIV in southern MN.
  • Build a Provider Network and system for ongoing, consistent communication.
  • Work with partners to formally identify specific outcome goals to advance future housing initiatives for people living with or impacted by HIV in southern MN.
  • Formalize processes for managing HIPAA-compliant referral networks for people living with HIV who are in need of housing services.
  • Research other programs locally, nationally and internationally that have similar intended goals and participant populations, comparing and contrasting program elements and outcomes. 

 

Build Expertise in Area Needs and Opportunities

 

  • Become and remain highly knowledgeable about the state of housing and HIV throughout the regions of southern MN.
  • Work with a range of organizations to identify regional needs, service gaps, historical context, assets and previous successes.
  • Work collaboratively with people with lived experience to help understand the most beneficial ways to move forward with a housing program. 

 

Resource Development

 

  • Fulfil all obligations of the Capacity Building Grant in place between Clare Housing and the Minnesota Housing Finance Authority, including complying with the work plan, budget, reporting and all grant terms.
  • Identify various future funding opportunities to meet the range of housing needs of people living with or impacted by HIV in Greater MN.
  • Coordinate with and elevate people with lived experience in helping to design and seek out resources for future housing programs.
  • Write and submit grant and other funding applications such as Housing Support applications in line with future program goals.
  • Perform all funding follow-up as applicable including reporting and compliance. 

 

Short-term Financial Assistance Program “Bridge to Stability” in Greater MN (25% of time)

 

Program Management

 

  • Oversee all aspects of the Bridge to Stability HOPWA (Housing Opportunities for People living with HIV/AIDS) STRMU (short term rent, mortgage, and utility assistance) program, including budget management, process development, disbursement of payments to landlords, partnerships with other agencies, and compliance with funding requirements.
  • Monitor program outcomes and effectiveness, making adjustments as needed to achieve program goals. 
  • Manage the financial systems for the program to stay on budget and to collect the necessary documentation to make payments on a timely basis. 
  • Prepare accurate and timely reports for funders, stakeholders, regulatory agencies and internal use.
  • Ensure compliance with all grant requirements, including data collection, program evaluation, and reporting obligations, and oversee any program related audits or inquiries.
  • Effectively communicate with case managers, clients, and vendors. 
  • Organize all client applications and payment distribution details. 
  • Manage all internal and external reporting of the STRMU program.

 

Client & Community Engagement

 

  • Manage client intake and eligibility determination processes.
  • Coordinate with other STRMU and housing providers, and service providers such as RAAN, to maximize effectiveness.
  • Provide timely support to program participants to address their housing needs and improve their quality of life by coordinating with services in their local area. 
  • Cultivate relationships with community partners, housing providers, and other social service and public health organizations to enhance program services and resources.

 

General Duties (10% of time)

 

  • Share information about regional needs for HIV Housing with various stakeholders across the community, including internally with other Clare Housing departments.  
  • Provide public presentations and education about area needs, strengths, and future housing program goals in coordination with partners.
  • Develop and present information on housing resources to service providers, to expand access to non-HIV specific housing resources for people living with HIV (for example, how to assist a client in obtaining Housing Supports or a Housing Choice Voucher).
  • Respond to requests for information about housing and HIV resources in Greater MN.
  • Share time-sensitive information with HIV providers throughout the state when needed.

 

 

IV.     Position Requirements:

 

Minimum Education and Experience Requirements

  • Bachelor's degree in a related social service field or equivalent experience. 
  • Proficiency in Microsoft Office Suite. 
  • Experience completing client-based paperwork. 
  • Ability to drive throughout Southern MN as a part of the standard job duties and schedule, roughly 5 – 15 business days per month. 
  • Self driven. 
  • Experience with building or supporting professional network systems or groups.
  • Ability to undergo and pass a background study as detailed in Minnesota Statute 144.057 and Chapter 245C.

  • Knowledge of the complexity of poverty and homelessness, mental illness, trauma, substance abuse and health care for people living with HIV.
  • Ability to maintain professional boundaries and practice self-care.
  • Competence working with marginalized communities.
  • Mature judgement, initiative and ability to make independent and effective decisions and work without close supervision.  
  • Commitment to working effectively within a team and as a member of the Clare Housing staff. 
  • Ability to maintain confidential information and to engender trust.
  • Access to reliable vehicle and ability to maintain good driving record and insurance levels, as directed by the agency, to fulfill job duties that require travel.
  • A commitment to equity and racial justice.
  • Strongly prefer candidates with a knowledge of and a passion to work in the field of housing for people experiencing homelessness, mental and chemical health services, and/or service to people with HIV/AIDS.

V.      Working Conditions and Environment:

 

This position is housed in an administrative office in Minneapolis, with regular travel to various locations throughout all of southern MN each month. Applicants in southern MN are encouraged to apply and remote working options may be arranged based on location, though occasional travel to the main office will be required and reimbursed. 

 

This position is 40 hours per week, with flexibility given to accommodate off-hour events. While the main work hours will be 9am – 5pm Monday – Friday, attendance at various meetings throughout MN may require earlier, later, or weekend hours. This position is not a work-from-home position. Up to half of the work will be done throughout southern MN. 

 

The person in this position must be able to make public presentations.
