This role drives Information Technology (IT) excellence in alignment with BCBSA's goals. The responsibilities include providing vision, strategy, and leadership for all IT initiatives across BCBSA. Additionally, it involves overseeing IT planning, management, vendor relationships, and day-to-day operations. The role also manages relationships with plan CIOs to ensure best practices across the network. Furthermore, it consults with executive management to identify internal needs and market demands, creating strategic and tactical plans for information services.

  • Oversee the recruitment and development of an effective information technology workforce and ensure that BCBSA has a quality workforce with the technical skills and competencies needed to operate and secure its technology systems. Develop and execute strategic outsourcing plans to ensure efficient use of outsourced IT staff and internal teams. Serve as an active member of the BCBSA Senior Leadership Team. 20%
  • Evaluate the costs/benefits of systems development projects and oversee the selection and development of software and hardware and ensure IT activities and resources add value while economically meeting company needs. Leverage current and emerging technologies to improve the quality of products, effectively engage consumers and optimize services delivered throughout the organization. 20%
  • Ensure the security and integrity of organization-wide data, proprietary information and related intellectual property through leadership of the Chief Information Security Officer and team. 20%
  • Lead the Blue System CIO community and liaise with Chief Information Security Officers to promote best practices and establish thought leadership across the BCBSA system. 20%
  • Oversees BCBSA's program and project management functions. 10%
  • Network with other health insurance CIOs, stakeholder CIOs (e.g. hospital CIOs) and other leaders in the health technology field to remain current with industry trends and developments. Educate executive leadership, business partners and the Board on emerging technologies which could improve the company’s competitive position. 10%

    Qualifications

      Education
    • Preferred Bachelor's Degree or equivalent work experience

    • 15+ Years of directly related professional experience, including 10 years in supervisory roles with increasing responsibility Required
