About the Department
The Maryland-National Capital Park and Planning Commission (M-NCPPC), Prince George’s County Department of Parks and Recreation is seeking an enthusiastic self-starter with a strong finance background and budgeting skills to be a Budget & Procurement Specialist (Administrative Specialist II) in its Information Technology Services Division (ITS).
Position Duties
- Developing and processing yearly Automation (procurement) plans for each Division.
- Processing and tracking Automation (procurement) Requests.
- Developing and maintaining the ITS division budgets.
- Creating purchase requisitions, purchase orders, and change orders.
- Conducting contract administration.
- Processing vendor payments for contracts and purchase orders in coordination with management approval and Accounts Payable.
- Maintaining purchase card (P-card) records.
- Providing ad-hoc reporting, research, and analysis of expenditures, cost savings, and related trends and opportunities.
- Assists the Inventory Team with stock level monitoring, forecasting, and ordering.
- Provides oversight to the annual inventory audit.
Minimum Qualifications
- Bachelor’s Degree in Human Resource Management, Finance, Business or any related field.
- Two (2) years of progressively responsible experience in human resource management,finance or any other related field of business administration.
- An equivalent combination of education and experience may be substituted, which together total 6 years.
- Skill in communication to understand verbal and written information (including facts, assertions, and arguments), draw inferences, form hypotheses and develop logical arguments, and to express such information so that others will understand and, in some situations, agree, comply, or take other desired actions(s). This includes skills in actively listening to ascertain key information, including concerns, wants, and needs of others, and in coordinating to obtain desired results including agreement or compliance.
- Knowledge of, and skill in applying, the principles, methods, techniques, and practices of financial management, purchasing, and contracting.
- Skill in problem solving to select, organize, and logically process relevant information (verbal, numerical, or abstract) to solve a problem.
- Establish and maintain effective working relationships with vendors and staff.
- Effective time management and prioritization skills.
- Multitasking in special assignments, projects, and scheduled/repeatable tasks.
- Microsoft Office proficiency, particularly Outlook, Word, and Excel.
- Electronic project management tools.
- Budget creation and tracking.
- Report preparation.
