The City of Greensboro’s Neighborhood Development Department is seeking a dedicated and experienced professional to serve as Lead Safe Housing Program Manager. This grant-funded position plays a critical role in protecting Greensboro families by reducing lead-based paint hazards and improving housing safety through the U.S. Department of Housing and Urban Development’s Lead-Based Paint Hazard Reduction and Healthy Homes Grant.
This position is time-limited, grant-funded, and non-exempt under FLSA. The program is funded at $5.5 million for approximately 3.5 years (based on the grant timeline).

About the Role:
The Lead Safe Housing Program Manager is responsible for overseeing the City’s HUD-funded Lead Safe GSO Program. Key responsibilities include::
- The Lead Safe Housing Program Manager is responsible for managing the City's Lead-based Paint Hazard Reduction and Healthy Homes Grant from the U.S. Department of Housing and Urban Development and supervises an administrative support specialist and a housing rehabilitation specialist. The position is responsible for managing the federally funded Lead Safe GSO housing repair program. The Lead Safe GSO program provides funding and assistance to low- to moderate-income homeowners and landlords to make their units lead-safe and manages contracts with external partners.
- Oversees the coordination of the Lead Safe GSO Program funded by the U.S. Department of Housing and Urban Development (HUD). Ensures the timely progress of all program activities and ensures compliance with all applicable program eligibility underwriting guidelines and regulatory requirements for projects. Creates processes and policies for effective program management and reporting. Manages relationship with HUD Grant Technical Representative.
- Provides day-to-day leadership and supervision of an administrative support specialist and housing rehab specialist. Develops employee work plans, monitors and evaluates performance, and professional development and/or training needs.
- Develops and oversees the process that identifies homes to be made lead safe. Reviews and approves program applications and monitors the completion of the repair work. Maintains communication with homeowners and contractors. Investigates and resolves customer complaints and concerns. Maintains and updates contractor database and insurance information. Recruits contractors as needed. Manages reporting requirements for Section 3 and MWBE compliance for rehabilitation contractors.
- Supervises the bid process and verifies the bids received. Reviews bids with housing rehabilitation specialists and effectively communicates with homeowners and contractors regarding bid awards and contracting. Ensures that award letters are mailed to bidders. Directs the preparation of contract documents, Notices to Proceed, and other documents as needed. Provides oversight of contract execution and staff-led pre-construction meetings.
- Ensures prompt and accurate processing and payment of invoices. Monitors per-unit spending caps and programmatic spending caps.
- Designs and creates monthly and quarterly reports and dashboards detailing program performance and impact for internal staff, external partners, and the general public. Assists with the monitoring of program compliance; provides information for the 5-Year Consolidated Plan, Annual Action Plan, CAPER, and other required reports, as needed.
- Develops and administers Request for Proposals (RFPs) for the Lead Safe Housing Program. Supervises Lead Safe Housing Program outreach activities and information sessions for Greensboro residents and applicable groups.
- Works with non-profit partners that administer critical home repair programs in collaboration with the City and conjunction with established neighborhood revitalization plans. Assists with planning the annual Lead Safe Housing Week activities with other Neighborhood Development staff and assists with other department events, as applicable.
- Position is required to regularly attend external meetings, or industry conferences, and participate in collaborative efforts with other divisions within the Neighborhood Development Department, other City and County departments, and State offices, nonprofit & for-profit housing developers, stakeholders, and a variety of different community entities.
After being hired, you will be required to complete HUD lead and healthy homes safety certifications or training.

- Associate’s Degree with 1 to 3 years of experience working with contractors, homeowners, and community organizations. (Include experience with housing rehabilitation.)
- Supervisory experience
- Valid Driver’s License

- Experience with federal housing programs and HUD compliance standards
