Description

The Defense Counterintelligence and Security Agency (DCSA) is seeking a Program Analyst Support (Congressional Inquiries) to provide analytical, administrative, and project management support for the coordination and response to Congressional correspondence and inquiries. The analyst will work closely with senior leadership to ensure timely, accurate, and coordinated responses to congressional offices, while also maintaining effective communication with internal DCSA components and external stakeholders.

This role is mission-critical to ensuring the Agency’s engagements with Congress are consistent, professional, and responsive to legislative oversight requirements.


Key Responsibilities

  • Provide project management support in the planning, coordination, and tracking of congressional inquiries and correspondence.
     
  • Support the preparation of responses, ensuring alignment with agency policy, directives, and leadership guidance.
     
  • Compile and edit briefing materials, reports, and background papers for senior leadership engagement with Congress.
     
  • Manage meeting support, including logistics, note-taking, and drafting/editing executive-level summaries for congressional engagements.
     
  • Serve as a liaison with other DCSA offices, DoD components, and external agencies to coordinate input for congressional responses.
     
  • Oversee correspondence management, ensuring inquiries are logged, tracked, and assigned to appropriate offices with clear deadlines and background materials.
     
  • Maintain and update databases and tracking tools for congressional requests, deadlines, and status reporting.
     
  • Prepare and manage spreadsheets and dashboards to track workload, internal taskings, and external deliverables.
     
  • Ensure quality control of all outgoing correspondence to Congress for clarity, accuracy, and consistency with DCSA messaging.
     
  • Support senior leaders and the Chief of Staff in maintaining internal communications, inquiries, and required reporting related to congressional oversight.
Requirements

Education

  • Bachelor’s degree in Business Administration, Public Policy, Political Science, or related field.
     
  • Master’s degree preferred but not required.
     

Experience

  • 3–7 years of experience providing program analysis, policy, or executive support in a federal or defense environment.
     
  • Prior experience supporting congressional inquiries, correspondence management, or legislative affairs strongly preferred.
     

Skills

  • Strong writing, editing, and communication skills with demonstrated ability to produce clear, concise, and accurate responses.
     
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams) and ability to create graphics, charts, and briefings.
     
  • Strong organizational and project management skills to balance multiple priorities under tight deadlines.
     
  • Detail-oriented, with the ability to ensure accuracy, consistency, and compliance in documentation.
     
  • Ability to collaborate effectively across multiple organizational levels and with external stakeholders.
     

Clearance

  • Must be a U.S. Citizen.
     
  • Must possess and maintain an active DoD Secret clearance.
