Duties
Manages the self-insured property insurance program and tort (liability) program for the NAFIs assigned. Researches underwriting, insurance publications, and other resource information to determine insurance coverage, conditions, exclusions that may apply to new or unusual Army requirements. Defines and interprets policies and regulation based on technical expertise, knowledge of insurance theory and principles, commercial coverages, and the Risk Management Program (RIMP) programs, including special coverages. Reviews notices of loss, confirms coverage, analyzes and evaluates proof of loss documents and recommends settlement of claims. Has approval authority of property claims up to $3,000. Updates and assures the timely maintenance of the automated database of insured exposures to include identifying uninsurable assets and unusual exposures. Provides loss experience, claim reports and analysis to Regions/Garrisons and advises on management control issues and other areas of concern, including assets reporting and claim documentation. Actively pursues possible recovery against third party liability. Travels as required to provide service or claims settlement and to present educational workshops. Maintains the NAFI account file and scans historical claims data. Manages the open cargo program covering the shipment of NAF merchandise. Determines data requirements for analysis and devises appropriate method to obtain information from automated systems, reports and surveys. Develops and maintains the appropriate databases for management information. Assists with development of strategic program plans, program benchmarks, assess program standards and procedures, and analyzes for effectiveness. Recommends appropriate changes and conducts actual execution for the designated program. Performs comparative analyses and develops reports and briefings. Monitors and reviews metrics and historical performance. Analyses information on performance and applies accepted analytical techniques. Develops initial conclusions and recommendations on analysis performed. Research analysis, develops, writes and coordinates a wide variety of support functions to include spreadsheets, PowerPoint slides and reports. Work with various software programs and databases in the capacity of a systems administrator. Represents the organization in meetings, conferences and study groups and performs a variety of staff action officer duties. Assists in the consolidation of budget data and verifies the accuracy of budget execution. Maintains the database of Family Child Care Providers and issues RIMP certificates. Serves as FMWR Vehicle Fleet Manager, overseeing registration and license plate distribution and reporting. Verifies the computation of premium invoices and initiates direct debit of premium from central banking. Reviews and analyses monthly financial statements and clears discrepancies with accounting. Serves as the administrator for the risk management information system. Accurately maintains all systems to include address list, exposure database, claims and losses, billing, financial accounts and other ADP applications. Maintains accurate records of all invoices, receipts, expenditures for commercial premiums and service fees. Prepares ACIF vouchers for disbursement of funds and assigns proper account number and department codes. Perform other duties as assigned.
Qualifications
QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. Directly related work experience applying laws, regulations, and administrative rulings in the performance of such work as determining the kind and amount of insurance necessary to protect the security of government assets. Comprehensive knowledge of property and casualty insurance, coverages and claims administration. Ability to use considerable discretion and judgment in making decisions on various types of claims. Ability to communicate effectively, both orally and in writing. Knowledge of assigned programs, the roles they play in supporting total Army programs, and their contribution to Army MWR. Knowledge of the basic principles, concepts and methodologies required to perform various analytical techniques. Ability to analyze and prepare reports. Strong written and oral communication skills, including comprehensive knowledge of standard office software programs, such as word processing, graphics, spreadsheets, etc. All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. HIGHLY QUALIFIED: Experience with complex and controversial issues of contested claims and how to work towards amicable resolutions. Bachelor's degree or higher in Finance, Business Administration, Economics, Insurance, Risk Management, Law, Real Estate Operations or other fields related to this position that would demonstrate knowledge of Property and Casualty insurance, coverages and claims administration and/or professional certificate in Insurance or Risk Management All answers to the Highly Qualifying Criteria must be demonstrated in your resume to get credit.
