Duties

You will report to Information Technology (IT) / Instrumentation N6 Department Head Activity Command Information Officer (ACIO) and is responsible for Cyber Security operations supporting all Navy Experimental Diving Unit (NEDU) information systems.,You will serve as an authoritative technical specialist in Cyber Security and establish a Cybersecurity program aligned with the organization’s overall security strategy.,You will coordinate NEDU security measures including analysis, periodic testing, evaluation, verification, accreditation, and review of information system installations at the appropriate classification level.,You will ensure that information ownership responsibilities are established for each NEDU information system, to include accountability, access approvals, and special handling requirements.,You will coordinate security measures including analysis, periodic testing, evaluation, verification, accreditation, and review of information system installation at the appropriate classification level within the organizational network structure.,You will monitor the implementation of security guidance and coordinating and directing actions appropriate to remedy security deficiencies.,You will ensure that procedures are developed and implemented in accordance with configuration management (CM) policies and practices for authorizing the use of software on information systems.,You will serve as NEDU's Information Systems Security Manager (ISSM) and Cyber Workforce Program Manager (CWF-PM) and be responsible for requirements listed in SECNAV M-5239.2 and DoD instructions that govern the ISSM/CWF-PM appointed positions.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11 equivalency) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Monitoring a cyber security program or project to mitigate system vulnerabilities to ensure compliance with established policies and procedures. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: analyzing and evaluating cyber security requirements and capabilities for all work processes using computers. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: providing cyber security and IT oversight support and policy interpretation to the organization. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency includes: presenting briefings to-senior management officials on complex issues. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT related experience demonstrating this competency include: resolving problems and issues concerning all phases of cyber security, planning, design, execution, and evaluation. This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-03 broadband level encompasses positions equivalent to GS-12 and GS-13. This position has a control point; thus the salary range may be capped at the GS-13, step 05, which is equivalent to $119,435. If your current salary is above this amount, your salary may be matched. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments. This is a Cyberspace Workforce position, work role code 722-Information Systems Security Manager, proficiency level Intermediate and 751-Cyber Workforce Developer and Manager, proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
