JOB SUMMARY
Provides strategic oversight and leadership in the planning, development, execution, and evaluation of academic programming. Collaborates cross-functionally to coordinate and supervise the implementation of multiple grants, large-scale initiatives, summer learning programs, and tutoring services. Oversees fiscal management of grant funding and operational budget allocations, ensuring alignment with programmatic goals and compliance standards. Plays a pivotal role in shaping and executing policies, processes, and organizational structures that support systemic priorities and drive academic excellence.

ESSENTIAL DUTIES/RESPONSIBILITIES
- Leads logistical planning and tactical execution of large-scale projects in collaboration with cross-functional teams to ensure efficiency and effectiveness throughout all project phases
- Organizes, manages, and supports the grant application process for team members and serves as the liaison to multiple offices, community partners, MSDE, and individuals involved with funding opportunities. Responsible for facilitating meetings, coordinating team members, setting timelines, data collection interpretation, writing, and editing.
- Manages and oversees the implementation of grant-funded initiatives or projects and requirements.??Monitors school-level implementation to ensure alignment with grant requirements.
- Manages and supports the development and execution of all funding sources, including local, state, and federal monies applicable to this position.
- Plans, prepares, and manages budgets, Memorandum of Understanding (MOUs), contracts, payroll, and reports.
- Responsible for strategic planning through the facilitation of meetings and collaborative work teams that develop and implement summer programming that is consistent throughout the county.
- Manages and directs the work of student tutoring at the elementary and secondary levels to support academic achievement.
- Participates in local, state, and federal monitoring initiatives, including the analysis of student performance and achievement data.
- Collaborates with representatives from various departments, including Budget, Purchasing, Grants, Human Resources, Student Services, and School Performance, to ensure cohesive program execution.
- Performs other related duties as assigned within the same classification or lower.
MINIMUM QUALIFICATIONS

Education
- Bachelor's Degree in related field of education from a regionally accredited college or university required;
- Master's Degree in related field of education from a regionally accredited college or university preferred.
- Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.
Experience
- Five (5) years professional program/project management, grant development, financial operations or purchasing experience required; and
- Three (3) years program/project management experience in a lead role required;
- Experience in a Pre-K–12 public education environment preferred;
- Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.
Knowledge, Skills, Abilities and Other Characteristics
- Knowledge of grants development, application process and grant funding requirements; especially as they relate to public education.
- Knowledge of the curricula of the public schools, including familiarity with State regulations and legislation.
- Knowledge of programs of choice – Science, technology, engineering, and mathematics (STEM), Performing and Visual Arts (PVA) and International Baccalaureate (IB).
- Excellent project management skills and ability to successfully manage multiple tasks simultaneously.
- Proven organizational, analytical and planning skills.
- Excellent verbal, written and presentation communication skills
- Ability to exercise sound judgement, take initiative and use tact in dealing with public school personnel and business community members.
- Demonstrate the ability to effectively work and communicate with diverse populations.
- Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Project, Microsoft Office Suite – Word, Excel, Outlook, PowerPoint and/or preferred).
Licenses and Certifications
Employee must retain active licenses, certifications, and enrollment as a condition of employment.
- Hold or be eligible for Educator Certification: Advanced Professional Certificate (APC) issued by Maryland State Department of Education (MSDE) preferred;
- Hold or be eligible for Driver's License (DL) Class C Non-Commercial issued by Maryland or State of Legal Residence (MVA/DMV) required; and
- Daily access to reliable transportation.
