About the Department

The Senior Accountant serves as a key technical expert supporting the County’s accounting, financial reporting, and fiscal management functions. This role is responsible for contributing to the preparation and accuracy of the County’s financial statements and reports while ensuring compliance with established accounting principles and standards. The position provides advanced consultation to management and staff on complex financial and administrative matters and works in close coordination with the County Auditor and BOCC Finance Division to plan, oversee, and monitor accounting activities.


Position Duties

  • Perform and/or lead a wide variety of accounting related tasks, including oversight and maintenance of general ledger which involves the preparation and posting of ALL Journal entries for transfers and corrections, reconciliation of subsidiary and cash/investment ledgers, initiate and approve original source entries, prepare/review year-end accruals, review and approval of County payrolls and balancing of the Salary Fund, research and mediate accounting issue resolution with customers and staff.  
  • Work with the CFO and Deputy CFO in production and compilation of financial statements/reports and notes to financial statements. Review and comment on the work of staff accountants for material omissions and feedback to the County Auditor
  • Audit support, including coordination of audit requests received from State Auditor’s Office
  • Assist in the planning, organizing, delegating, and monitoring of organizational activities.  Assist with the recruitment, evaluation and training of staff
  • Serves as a key contributor, advisor and monitor during the development and installation of new accounting systems and/or modification of existing systems
  • Provide guidance to management and staff of other departments regarding financial issues
  • Review policies and procedures for compliance with the state and federal regulations, new accounting standards, county code and ordinances, and Annual BARS review for new requirements. Attend annual BARS and Annual Report Preparation classes by MRSC & SAO.
  • Prepare written and oral responses to inquiries by other county elected officials, managers, and supervisors as requested
  • Incumbents in this classification may be required to perform all or some of the Accountant and Fiscal V duties or have the knowledge to perform them in addition to the duties above. These duties include AP auditing/processing, Jr Taxing District warrant processing, payroll auditing/processing, and other duties assigned to the Accountant, and Fiscal V.
  • Ad Hoc Analysis/Special Projects to include pulling financial data from the financial accounting system and other sources in support of ad hoc requests by BOCC or other departments and provide support as needed for special projects
  • Maintain the fixed asset records of the County, including coordinating the annual inventory. Explore and lead the conversion of fixed asset records in the financial accounting system
  • Budget Preparation and Forecasting for Department: this includes but is not limited to, gathering and providing information for the budget process as needed, lead in preparation of the department budget, and forecasting of fiscal needs of the department
  • Bank credit card program administration
  • Cost Allocation
  • Prepare Indirect Cost Allocations to determine:
    • Indirect costs paid by other County funds to the General Fund for administrative support and costs such as facilities, utilities, IT infrastructure, payroll, etc.
    • Indirect overhead rate to be charged to State and Federal Grants, including coordinating the submission, review, and approval of the Federal Indirect Overhead rate with the assigned Federal agency.
  • Prepares and submits minutes for County Finance Committee meetings
  • Update, maintain, and reconcile various accounting and audit-related tracking schedules, including but not limited to:
  • Analyze and correct discrepancies in GL Accounting
  • Coordinate with Auditor’s Office/Finance on GASB updates
  • Take part in and provide technical support and training to Accountant and Fiscal Classifications
  • Active member of the hiring committee for any Fiscal/Accountant classification vacancies in the Department
  • Initiate changes to meet discrepancies or non-compliance cited by Auditors
  • Serves as member of Audit Team for State Auditor’s Annual Audit
  • Coordinate with Treasurer’s Office to reconcile GL to Treasurer’s Cash
  • Other duties as assigned

Other Qualifications

Requires knowledge of the field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by examples in the above job description

A Bachelor’s degree in Accounting, Finance, Business Administration, or a related field is required. Specific coursework in public sector finance and/or accounting is highly desirable. Advanced certifications such as CPA, CMA, CIA, or CPP are also preferred.
 
Experience
A minimum of five (5) years of increasingly responsible accounting experience is required.

  • A Master’s degree in Accounting, Finance, or a closely related field may substitute for up to two (2) years of required experience, reducing the experience requirement to three (3) years for candidates with a qualifying Master’s degree.

Licensing/Certification Requirements
Valid Washington State Driver’s License 
U.S. citizenship or proof of legal right to work in the United States
Pass Background Check
Pass OSHA/Designated Required Training
