INTRODUCTION:
This position is responsible for operation of the Down Payment Assistance, Siletz Saves Individual Development Account, Low-Income Housing Tax Credits (LIHTC), and other Housing Financial Service Programs within the Siletz Tribal Housing department. The major functions include administration of Down Payment Grants, the Home of Your Own Program, and CTSI residential land leases issued to homeowners.
DUTIES:
- This position has primary responsibility for the implementation of the Down Payment Assistance Program, Title VI Loan Guarantee, LIHTC, Home of Your Own program, and the administration of CTSI residential land leases. .
- Provide information on all aspects of down-payment program to Tribal members, lenders and the general public. Process applications for down-payment assistance from Tribal members and determines eligibility of applicants, based on the Down Payment Assistance policy. Assist Tribal Members in all aspects of home purchase process, as needed.
- Process payments and prepare end of the year interest forms for HOYO participants.
- Conduct credit counseling classes as needed for both applicants and non-applicants to assist Tribal Members in understanding household budgeting and improving credit.
- Recommend eligible Tribal members for grant awards based on policy guidelines.
- Coordinate closing activities with Tribal members, lenders, and escrow companies. Ensure that all documents and funds are delivered on time.
- Conduct follow-up sessions with homeowners to avoid foreclosure.
- Establish and maintain relationships with banks and other lending institutions.
- Maintain knowledge and training as it relates to the Native American housing.
- This position is responsible for administration of the Home of Your Own program.
- Recommend policy changes and program improvements to Housing Executive Director.
- Respond to homebuyer issues, concerns and complaints. Investigate complaints and follow policy/procedures for resolution.
- Prepare reports as required by the Housing Executive Director.
- Other duties as assigned by the Housing Executive Director
Requirements
REQUIREMENTS:
Bachelor’s degree in business, finance, or related field and 2 years' experience working directly with Mortgage loans - OR – an equivalent combination of education and/or experience.
Must complete the National American Indian Housing Council’s Professional Indian Housing Manager (PIHM) track and obtain PIHM Certification within 24 months of hire.
Knowledge of:
- Policies and procedures necessary to provide down payment grants to Tribal members and to coordinate the home purchase process with all involved parties.
- Down payment grant programs, credit counseling, and mortgage loan providers including FHA, Veteran Affairs (VA), and other conventional lending programs.
- Cultural awareness of the unique needs of Native American families, preferred.
Experience in:
- Accessing and sending information via the Internet.
- Preparing reports and year end mortgage interest forms.
- Developing and implementing policies and procedures.
- Drafting correspondence with knowledge of correct punctuation, capitalization, spelling, grammar and proofreading and editing skills.
Ability to:
- Effectively use spreadsheet, word and database applications.
- Communicate effectively using both verbal and written skills.

- Must possess a valid Oregon State driver's license, insurance and be eligible to drive a GSA vehicle.
