DEFINITION
 
Under general supervision, inspects and repairs water meters and water service lines; monitors and records meter readings of water consumption levels and assists with related adjustments as needed; collects and transports water samples for lab analysis; conducts bacteriological testing and monitors chlorine levels; coordinates and monitors construction and improvement projects; inventories and orders parts; programs pump stations; and performs other duties as assigned.
 
DISTINGUISHING CHARACTERISTICS
 
This is the journey-level classification in the Water Distribution Operator series and performs the full range of duties with minimal supervision. 
 
SUPERVISION RECEIVED
 
General supervision is provided by the Water Resources Coordinator and/or the Public Works Supervisor.  May receive assignments from a Water Distribution Operator III.
 
SUPERVISION EXERCISED
 
May provide training and project direction to Water Distribution Operator I and Trainees.

Position Duties

General Maintenance Functions
Operates a variety of hand and power tools and equipment; maintains tools and equipment in safe and proper working condition; performs construction and improvement projects as assigned; and maintains work areas in a clean and orderly condition.
 
Water Distribution Functions
Coordinates construction and improvement projects; monitors work of consultants; monitors and finalizes inspections of work in the field; inspects water meters and water service lines; monitors and records meter readings of water consumption levels; identifies and determines the cause of abnormally high consumption levels; opens and closes system valves; initiates and discontinues water distribution to residential and commercial establishments as assigned; performs inspections of storage tanks and pump buildings; programs pump stations; collects and transports water samples for lab analysis; conducts bacteriological testing and monitors chlorine levels; flushes distribution system to maintain good water quality; inspects and repairs pressure reducing valves to ensure  proper distribution pressure levels within each zone; conducts routine to difficult troubleshooting, diagnosis, and problem solving; installs, maintains, and repairs water meters and related service lines; installs and repairs fire hydrants; repairs motors, pumps and other equipment; and operates a hand held radio.
 
Administrative Support
Maintain a variety records related to meter readings, repairs, and maintenance activities; respond to and investigate the more difficult public inquiries; respond to waterline emergencies as needed; effectively communicate with co-workers and the public to exchange information and resolve issues or concerns; monitor inventory levels of parts, supplies and equipment; order, receive, and maintain inventory of parts, supplies and equipment; assist with training and provides work direction and guidance to employees.
 

Minimum Qualifications

Demonstrated Knowledge of:
Principles, practices and procedures related to the operation and maintenance of a water distribution system; methods, procedures, and requirements for monitoring water quality levels; pumps, valves and backflow devices; health and safety regulations and procedures; project management; oral and written communication skills; record keeping and inventory techniques; and legal and defensive driving practices.
 
Demonstrated Skills to:
Operate and maintain specialized hand and power tools and equipment; read and interpret maps; evaluate situations, identify problems, and arrive at logical solutions; use initiative to keep important work progressing to completion within prescribed time limits; organize and monitor projects and work crews; communicate effectively both orally and in writing; maintain records related to work performed; complete reports in an accurate and legible manner; follow health and safety regulations; work effectively with the public, contractors, and City staff using tact and good judgment under sometimes tense and emotionally charged situations; perform basic mathematical calculations; operate personal computers; perform legal and defensive driving techniques; and exemplify an enthusiastic, resourceful, and effective customer service attitude.
 
Ability to:
Learn and apply applicable city and departmental policies, practices, and procedures relating to the job assignment.
 
Experience, Education, and Training Guidelines:
Any combination of experience, education, and training that would provide the best qualified candidate.  A typical way to obtain the knowledge, skill, and abilities would be:
 
Experience:  Two years of water distribution operation and maintenance experience.
 
Education:  Equivalent to graduation from high school.
 
Training:  Any recent training such as academic courses and certification programs which are relevant to this job classification.
 
Certification:  Requires possession and maintenance of the State Water Resources Control Board (SWRCB) Water Distribution Operator Grade I Certficate.  A passing score on the SWRCB Water Distribution Operator Grade II exam is required prior to the completion of the probationary period. 
 
License:  Possession of a valid California Driver's License with a satisfactory driving record as determined by the City.  Possession of a valid California Class A license with the appropriate endorsements is required prior to the completion of the probationary period.
 
Department of Transportation (D.O.T.) Requirement:  Incumbents in this job classification may be called upon, at any time, to perform safety sensitive functions, and therefore, may be subject to the Federal Highway Administration D.O.T. regulations and the City's policy concerning drug and alcohol testing as a continuing condition of employment with the City of Livermore.
 
Other Requirements: Willingness and ability to work scheduled and emergency overtime; work outdoors in all weather conditions; work at night, in confined and awkward spaces, in heavy traffic, and in the presence of noxious odors, toxic chemicals, biological agents, and sewage; work in potentially hazardous areas; wear and use appropriate safety clothing and equipment, including self-contained breathing devices; and attend meetings, workshops, and seminars during work and non-work hours.
 
Special Requirements:  Essential duties require the mental and physical ability to drive a variety of vehicles and operate equipment; detect odors and running water; identify mechanical noises; converse on the telephone, two-way radio, and in person, often over the noise of machinery; bend, stoop, climb, and stand for long periods of time; read fine print with no color deficiencies to detect color-coded wires and read results of water color tests; manipulate small parts and components; safely lift and maneuver equipment and supplies such as fire hydrants, water meters, grates, large PVC pipe, wire spools, meter boxes, jackhammers, and other equipment and supplies weighing up to 100 pounds; and safely wear self-contained breathing apparatus while entering and working in
confined spaces.
