The Community and Economic Development Association (CEDA) is one of the largest nonprofit organizations in the country dedicated to empowering communities and fighting poverty. We're currently seeking a PIPP Manager to join our Energy Services Department and help lead the Percentage of Income Payment Plan (PIPP), a vital utility assistance program supporting residents across Cook County.
What You’ll Do:
As the PIPP Manager, you’ll be a key leader responsible for overseeing the day-to-day operations, compliance, and effectiveness of the PIPP program. You’ll supervise staff, ensure adherence to program guidelines, and collaborate across teams to deliver high-impact services to our community.
Oversee all aspects of PIPP operations and act as the primary liaison with utility partners
Supervise, support, and develop staff including supervisors, team leads, and temporary employees
Ensure compliance with federal, state, and internal program guidelines and reporting requirements
Analyze data and generate reports to assess performance and drive improvements
Collaborate with other Energy Services Managers to streamline processes and enhance service delivery
Identify training needs, deliver technical assistance, and support team performance
Contribute to policy and procedure development to ensure program excellence

What We’re Looking For:
Required:
Bachelor’s degree in public administration, Business, Social Work, or related field — OR equivalent experience
Minimum 5 years of successful management experience in a nonprofit or public service setting
Experience with case management, compliance, and data reporting
Strong leadership, communication, and problem-solving skills
Proficiency in Microsoft Office Suite and database systems
Ability to travel occasionally throughout Cook County, including evenings/weekends if needed
Preferred:
Master’s degree in public administration, Business, or related discipline
Experience in utility assistance programs (LIHEAP, PIPP, etc.)
Familiarity with state systems like LIHEAP.NET and STARS
Background in a Community Action Agency or similar organization.
