The Community and Economic Development Association (CEDA) is one of the largest nonprofit organizations in the country dedicated to empowering communities and fighting poverty. We're currently seeking a PIPP Manager to join our Energy Services Department and help lead the Percentage of Income Payment Plan (PIPP), a vital utility assistance program supporting residents across Cook County.

What You’ll Do:

As the PIPP Manager, you’ll be a key leader responsible for overseeing the day-to-day operations, compliance, and effectiveness of the PIPP program. You’ll supervise staff, ensure adherence to program guidelines, and collaborate across teams to deliver high-impact services to our community.

• Oversee all aspects of PIPP operations and act as the primary liaison with utility partners

• Supervise, support, and develop staff including supervisors, team leads, and temporary employees

• Ensure compliance with federal, state, and internal program guidelines and reporting requirements

• Analyze data and generate reports to assess performance and drive improvements

• Collaborate with other Energy Services Managers to streamline processes and enhance service delivery

• Identify training needs, deliver technical assistance, and support team performance

• Contribute to policy and procedure development to ensure program excellence

What We’re Looking For:

Required:

• Bachelor’s degree in public administration, Business, Social Work, or related field — OR equivalent experience

• Minimum 5 years of successful management experience in a nonprofit or public service setting

• Experience with case management, compliance, and data reporting

• Strong leadership, communication, and problem-solving skills

• Proficiency in Microsoft Office Suite and database systems

• Ability to travel occasionally throughout Cook County, including evenings/weekends if needed

Preferred:

• Master’s degree in public administration, Business, or related discipline

• Experience in utility assistance programs (LIHEAP, PIPP, etc.)

• Familiarity with state systems like LIHEAP.NET and STARS

• Background in a Community Action Agency or similar organization.
