About the Department
Grays Harbor College is accepting applications for a Program Manager A. This position is located at the Columbia Education Center in Ilwaco, WA. The Program Manager A oversees the planning, implementation, and evaluation of Community and Continuing Education programs across Grays Harbor and Pacific Counties. This role supports lifelong learning, workforce development, and community engagement through strategic program management, instructional support, and operational leadership. This position will be directly supervised by the Community Center Coordinator in Raymond and will work under their guidance as well as the guidance of the Dean for Workforce Education.

Position Duties
Program Development and Instructional Support
- Develop and implement Community and Continuing Education course offerings in Grays Harbor and Pacific Counties
- Collaborate with the Dean of Workforce Education to design and deliver continuing professional education and contract training for local businesses and industries.
- Recruit, supervise, and support part-time instructors and off-campus faculty
- Serve as a communication link between GHC and off-campus instructors to facilitate instructional support
- Make recommendations regarding new programs and services based on community needs and trends
- Ensure all continuing education programs comply with professional standards and institutional policies
- Stay current with trends and developments in continuing and community education
Operations and Data management
- Utilize ctcLink and CampusCE databases to build courses and manage enrollment
- Track participant data and manage program evaluation and feedback processes
- Maintain program records and outcomes data for quarterly and annual reporting
- Monitor program budgets, maintain financial records, and adhere to expenditure plans
- Handle venue booking, facility use contracts, service contracts, and billing documentation
- Monitor budgets and manage acquisition and inventory of center supplies
- Responsible for receiving, recording, and depositing of funds
- Manage Columbia Education Center’s facility use, rental agreements and scheduling
Student Services and Community Engagement
- Advise prospective students and assist with the enrollment process
- Facilitate all aspects of student intake and registration
- Responsible for test administration and proctoring exams
- Work closely with college personnel to ensure delivery of student services to Ilwaco
- Represent the college in the community and serve on campus and state committees as appropriate
- Attend college, regional, and statewide meetings as directed
- Oversee all marketing efforts for the Community Education department in collaboration with the Director of Marketing
- Coordinate with college web development staff to maintain and update the CE webpage and CE social media content, print materials, and promotional campaigns
- Attend community meetings and events to promote course offerings and build partnerships
Minimum Qualifications

Required Qualifications:- Associate degree in a related field or program AND one year of professional experience in the field OR three years of responsible supervisory and/or administrative experiences in a related field OR equivalent combination of education and experience
- Excellent verbal, written communication, and interpersonal skills
- Skilled in the use of variety of technology including but not limited to Microsoft Office Suites and Eventbrite.
- Strong interpersonal skills
- Self-directed and highly organized.
- Bachelor degree
- Experience with enrollment management systems used in higher education specifically People Soft, ctcLink or CampusCE
- Experience in community engagement and assessment activities such as surveys and focus groups
- Developing training programs that meet the needs of employers, employees, industry and the community
- Previous experience in the Washington State Community & Technical College System
