This position performs complex planning and programming activities in support of management-related programs and transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties: 

  • Analyzes state and regional transportation, logistics and supply chain systems.
  • Assists with the development and updating of department policies and procedures relating to specific program(s) or business area(s).
  • Develops strategies and procedures to improve statewide mobility, infrastructure and related operations.
  • Identifies research topics that lead to projects, programs or funding partnerships that enhance mobility.
  • Administers highway performance monitoring activities and is responsible for the highway performance monitoring system.
  • Analyzes departmental needs, changes and enhancements and makes recommendations.
  • Performs analysis of data and preparation of reports to identify capital improvement needs for state and federal funding.
  • Conducts transportation needs assessments.
  • Develops and implements short and long-range local and statewide plans and projects.
  • Performs traffic studies involving signalization, speed zoning, signing, accident studies and traffic counts.
  • Performs other job responsibilities as assigned. This position requires driving a state vehicle.

Minimum Qualifications:

Education: Bachelor's degree in transportation/urban planning, engineering, business admin or related field. Relevant experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience: 5 YEARS planning, research or legislative analysis-related activities. (Experience can be satisfied by full time or prorated part time equivalent).

Licenses and Certifications:
•    Valid driver’s license. This position requires driving a state vehicle.

  • Budgeting methods and procedures
  • Transportation planning, programming, project development, design; and funding processes and mechanisms
  • The freight industry and freight movement including an understanding of logistics and supply chain, the freight movement industry, infrastructure for the various modes and the government's role in freight movement
  • Modeling principles and practices
  • Concepts, techniques and tools used in planning, designing and implementing database management systems and related technologies
  • Communicating vision and direction of how an organization should function or a system should work under ideal conditions and conveying to others
  • Speaking to present images and ideas in a clear, concise, organized, and interesting manner to optimize audience understanding and keep the group focused
  • Planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines
  • Manage a complex regional/statewide program, provide new perspectives, and develop and implement new initiatives

 Physical Requirements and Working Conditions:

  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
  • Visual Acuity-determine work quality/make general observations of facilities/structures
