About the Department
DEFINITION: Under direction of the Human Resources Director, performs professional analysis in areas of recruitment, selection, classification, salary and payroll administration, equal employment opportunity, employee and labor relations, health and welfare benefits, workers’ compensation, safety, training and other human resource functions.
DISTINGUISHING CHARACTERISTICS: The Human Resources Analyst classification is responsible for the development and administration of the Court’s human resource programs. Human Resources Analysts interprets Court policies and procedures, collective bargaining agreements, and federal and state regulations to provide recommendations to Court administration and management. Incumbents must have the ability to interact in a professional manner with employees at all levels in the organization, outside agencies and members of the public.
The Human Resources Analyst I completes assignments with minimal supervision but is the entry-level classification in the series. Initially, incumbents perform professional assignments in one or more human resources functions while learning Court policies and procedures. A Human Resources Analyst II is expected to demonstrate greater initiative, independence, and experience in the completion of assignments.
The Human Resources Analyst classification is confidential and considered “at-will”.
Position Duties
REPRESENTATIVE DUTIES: The information listed below serves as samples of job duties and responsibilities for positions in this classification. - Confers and advises Court management, employees, job applicants, labor representatives, representatives from other governmental agencies, and the public regarding the Court’s human resources programs, policies, and procedures.
- Conducts studies, prepares reports and makes recommendations regarding human resource programs and functions; maintains records and files.
- Develops, reviews, and modifies the Court’s classification and compensation plans; conducts classification and compensation studies concerning designated positions or groups of positions; develops, reviews, and modifies classification specifications; maintains classification and compensation files and records.
- Participates in the preparation of bi-weekly payroll and review of timecards, salary increases; oversees off boarding for terminations; assists management and employees with questions concerning timekeeping policies and procedures.
- Plans and administers recruitment and new employee orientation activities; confers with administration on staffing requirements, maintains position control records, reviews employee market trends, and applicant sources; develops publicity and advertisement campaigns; evaluates applications and related materials; develops and administers examinations.
- Performs benefit administration activities, coordinates annual open enrollment for Court employees; communicates with broker and carriers and advises employees on program eligibility and benefit levels and service issues.
- Administers leaves of absences, reasonable accommodations, and ergonomic assessments; analyzes and communicates policies, and procedures to management and staff.
- Investigates and monitors worker's compensation claims; monitors worker's compensation and occupational health and safety programs and recommends changes to improve programs' efficiency and effectiveness; provides guidance to court management and staff regarding worker's compensation claims;
- Assists with employee complaints, investigations and recommendations for corrective actions for performance or misconduct issues.
- Trains, directs and reviews the work of lower-level professional and support staff in the human resources department.
- Provides assistance for a variety of on-going and special projects.
Minimum Qualifications
MINIMUM QUALIFICATIONS:
Education: Possession of a Bachelor’s degree from an accredited college or university with major coursework in business administration, human resources, public administration, or related field.
AND
Analyst I
Experience: Two (2) years of full time, paid work experience performing administrative and/or analytical functions in a human resources setting.
Analyst II
Experience: Three (3) years of full time, paid work experience as a Human Resources Analyst I with the Fresno Superior Court.
Substitution: Full-time, paid work experience within a human resources function may be substituted for required education on a year-for-year basis. A graduate degree in business administration, human resources, political science, public administration, or related field may be substituted for required experience on a year-for-year basis.
OR
Any combination of relevant experience and/or education that would demonstrate that the individual possesses the necessary knowledge, skills and abilities listed above as determined by the Court Executive Officer.
License: Possession of valid Class “C” California Driver’s License or the ability to travel between court locations as assigned.
Other Qualifications
EXPECTED KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:
- Federal, State, and local laws, codes and regulations relating to employment, labor relations, and discrimination.
- Principles and practices of human resources administration, organization and management;
- Office methods, procedures, and equipment, including filing systems, and letter and report writing;
- Human resources information systems (HRIS) such as ADP and NeoGov;
- Principles and practices of effective customer service;
- Intermediate math including basic algebra.
Skill and Ability to:
- Identify and analyze problems related to human resource related activities to develop and evaluate options and implement solutions;
