About the Department

Position Overview:
Performs traditional purchasing work including the development, supervision and related functions of the purchasing activities for the Village of Los Lunas under the direct supervision of the Procurement Coordinator.  This position is responsible for all aspects of purchasing within the dollar limits prescribed by NM State Purchasing Statutes and Village of Los Lunas accounting policies and procedures.
Responsibilities:

  • Interpret and apply the New Mexico Procurement Code, advise and assist Village employees on purchasing procedures.
  • Manage informal (less complex) solicitations such as requests for quotes, manage formal solicitations such as bids, requests for proposals and request for qualifications-based proposals.  
  • Analyze responses received and work with an appointed committee and the Procurement Coordinator to select or recommend suppliers.
  • Ensure procurement solicitations are condensed for publishing
  • Purchase “off the shelf” types of readily available, commonly used materials, supplies, tools, furniture and services.
  • Purchase for assigned departments and other departments, as necessary.
  • Resolve purchase order and invoice differences with suppliers, as to incorrect deliveries, payments, invoices, credits, payment terms and duplicate billings.
  • Assist department heads in purchasing, negotiating contracts for items, materials or services of a technical and specialized nature.
  • Prepare and maintain all file documentation for solicitations and contracts processed.
  • Assist in preparing bid specifications and scope of work  
  • Provide training to departments regarding the Procurement Code, purchasing policies and procedures.
  • Review technical specifications and use department requirements to determine, by nature of request, the best procurement method to be used with respect to New Mexico purchasing statures and Village ordinances and accounting policies and procedures.
  • Interact with vendors throughout the purchasing process.  
  • Resolve bid irregularities, perform price and cost analysis, negotiate pricing and terms according to public law, expedite deliveries and conduct follow-up procedures when necessary.
Knowledge, Skills and Abilities:
  • Extensive knowledge and understanding of New Mexico procurement statutes and regulations along with the Village of Los Lunas accounting policies and procedures.
  • Proficiency with commonly used business software such as MS Excel, MS Word, MS PowerPoint, Adobe Acrobat Professional and other electronic document management systems.
  • Skill in verbal and written communication, analytics and problem-solving , and customer service.
  • Ability to demonstrate strong work ethic, displaying initiative, adaptability and integrity.
  • Skills in cost-reduction techniques.
  • Skill in pricing and cost analysis.
  • Skill in contract negotiation.
  • Skill in evaluating and comparing product specifications, contract details, and cost elements of a bid proposal.
  • Skill in communicating logically and accurately in oral and written forms.
  • Ability to establish and maintain harmonious and cooperative relationships with supervisors, co-workers, vendors and the public
  • Ability to exercise good judgment and accept personal responsibility
  • Ability to communicate on a one-to-one basis or before groups to provide or obtain information.
  • Ability to prioritize, manage, schedule and undertake concurrent work assignments
  • Ability to manage a heavy workload under pressure with tight deadlines
  • Ability to perform sedentary work, defined as lifting 10 pounds and to occasionally lift and/or carry objects weighing up to 50 pounds.
Minimum Qualifications:
  • High school diploma or GED equivalent.
  • Minimum of three (3) years’ experience in government purchasing.
  • Current Certified Professional Public Buyer (CPPB) or Certified Procurement Professional (CPP), or the ability to obtain such within two (2) years of employment.
  • Valid New Mexico driver’s license.
