Duties

Serves as the focal point for planning, management, and coordination of life cycle logistics support for a major weapon system or subsystem. Manages, monitors, evaluates, and coordinates ILS plan implementation. Serves as the senior technical advisor on contracts. Serves as the senior representative and spokesperson in communicating program matters. Duties may also include FOREIGN MILITARY SALES (FMS): As an FMS technical expert, responsible for planning, managing, and coordinating total, cradle to grave logistics management to support a complex, major weapons system from the concept through field deployment. Provides expert advice for complex FMS case management issues and ascertains that overall program performance is achieved as projected.

Qualifications

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in developing and implementing logistics and equipment management policy, and/or functioning as part of a logistics management operation providing support to a specific mission, weapon system, or other program..NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of basic theories and principles of system design, specifications development techniques; and an understanding of acquisition and maintenance requirements as well as organizational functions involved in logistical support. Knowledge of theories and principles of Integrated Logistics Support (ILS) planning, development, and execution sufficient to coordinate and integrate function into a total, well structured, and viable program. Knowledge of system life cycle concepts and design as they apply to system research, development, and acquisition. Knowledge of contractual processes, procedures, and technical requirements. Ability to plan, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use; to include the identification and correlation of specific requirements for money, manpower, materiel, facilities, and services needed to support the program; and to develop and analyze data to determine logistic objectives and goals, identify support requirements (including funding, contract development, and other technical support requirements), and establish relationships between the participants involved in deploying the plan. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is an acquisition demonstration project position NH-03 equivalent to a GS-12 to GS-13.
